**Job summary**:
His Majesty’s Naval Base Clyde (HMNB Clyde) is home to the United Kingdom’s Strategic Nuclear Deterrent, Astute Class Attack Submarines, Sandown Class Mine Hunter Vessels and 43 Commando Royal Marines. It is an operational support and maintenance Naval Base within Navy Command and comprises both Faslane and Coulport sites. HMNB Clyde’s primary purpose is to provide engineering and logístical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at least one Vanguard Class submarine is on patrol at sea every day of the year. Royal Navy Armaments Depot Coulport (RNAD Coulport) is responsible for the storage, processing, maintenance and issue of the Trident Weapon System and the ammunitioning of all submarine-embarked tactical weapons. HMNB Clyde will be the single operational home of the Submarine Service from 2020 and will become the United Kingdom’s Submarine Centre of Excellence. Creating this single integrated operating base is to ensure that the Royal Navy is able to deliver its operational commitments across all Defence Lines of Development from Scotland on an enduring basis. This transition will provide an excellent opportunity for commencing and developing an exciting and challenging career within the Ministry of Defence and Civil Service. The HMNB Clyde Security Organisation (CSyO) is responsible for the Force Protection measures that protect both Faslane and Coulport sites from a wide range of threats against the establishments and their outputs, including the Continuous at Sea Deterrent, SSBN and SSN submarine programmes, and the Nuclear Weapon programme.

An established part of this organisation is the Counter Intelligence (CI) Section. A rare opportunity has come available to join the Section as a CI Threats Officer, a position which has responsibility for overseeing the receipt, production and dissemination of all counter intelligence (CI) threat reporting at HMNB Clyde. In addition, the role directly delivers on all aspects of CI casework and investigations and supports the delivery of the CI Section’s Security Education, Training (SET) and threat awareness programme. This is conducted closely with the CI Officers already operating within the Section.

The CI Threat Officer has responsibility for identifying new and emerging threats to the Naval Base, it's personnel and mission. Ultimately counteracting the threat to security at HMNB Clyde posed by hostile intelligence services or by individuals or organisations engaged in terrorism, espionage, sabotage, subversion, or serious and organised crime (TESSOC). An additional key effort of the CI operation is to deter, detect, disrupt, and exploit Insider Threat activity.

This position is advertised at 37 hours per week.

**Job description**:

- Assessing incoming reporting and intelligence and initiating casework for further investigation, research or development;
- Working closely with UK Intelligence Community (UKIC), Defence CI units and other Law Enforcement Agencies across the UK;
- Delivering on behalf of the Clyde CI Co-ordinating Authority (CICA) the CI and threat reporting engagement with UKIC that directly supports HMNB Clyde’s mission and outputs. Develop cross government and inter departmental relationships, including with Law Enforcement Agencies;
- Preparing and presenting high quality and impactful CI assessments and threat reports (verbal and written), including delivering briefings and presentations;
- Co-ordinating, triaging and disseminating CI and UKIC threat assessment material that is timely, tailored and includes predictive information which provides additional clarification and broader assessment of current CI TESSOC threats;
- Understanding the latest CI threat developments, Security Intelligence (SI) vulnerabilities and hostile threat intentions and ensure that CSyO and CI staff are informed accordingly;
- Maintaining an understanding and awareness through networking and professional liaison of current and emerging local, regional and national threats and regular monitoring of intelligence feeds from UKIC and Law Enforcement Partners;
- Ensuring any CI indicators and reporting of concern that is identified from liaison or received from confidential reporting channels is investigated by trained CI Officers;
- Undertaking Open Source Intelligence Research (OSINT) activity to understand the threat and conduct OSINT enquiries in support of CI investigations;
- Delivery of the Annual Security
