**Job summary**:
The UK is committed to moving towards a more circular economy, meaning we keep resources in use for as long as possible, extract maximum value, minimise waste and promote resource efficiency. The Resources and Waste (R&W) Directorate is central to this work within Defra, our Maximising Resources, Minimising Waste Programme is the new Waste Prevention Programme for England. It sets out our priorities for action to manage our resources and waste in accordance with the top layers of the waste hierarchy - prevention and reuse. This takes a policy approach encompassing 3 cross-cutting themes:
- ** Designing out waste**: Including eco-design and consumer information requirements, and Extended Producer Responsibility schemes.
- ** Systems and services**: Including collection and take-back services, encouraging reuse, repair, leasing businesses and facilities.
- ** Data and information**: including materials databases, product passports (sets of data, unique to the specific product that can be accessed online and give detailed information on, for example, contained materials, components and history, to support improved outcomes such as higher quality recycling) and voluntary corporate reporting.
The Collection and Packaging Reforms (CPR) within the Resources and Waste Directorate are key to this ambition. This a major Government programme, reforming how packaging is handled within the UK, through three distinct projects:
- An **Extended Producer Responsibility scheme for Packaging** in the UK (pEPR). pEPR will require obligated producers to pay the full costs of managing packaging when it becomes waste. It will provide financial incentives through variation of the fees charged to packaging producers to encourage sustainable design, production and use of packaging.
- A **Deposit Return Scheme (DRS)** for drinks containers in England, Wales, and Northern Ireland. A DRS will see a redeemable deposit placed on each drink container in-scope. When a consumer purchases a drink, they will pay this deposit. The consumer will redeem their deposit when they return the drinks container to a return point for recycling. This provides a financial incentive for consumers to recycle in-scope containers.
- Increasing the **consistency of materials collected for recycling**, for both households and businesses, in England. Through improved collection provision at home and at work, this policy is expected to help change behaviours and to reduce confusion over the materials that can and cannot be recycled; and
- ** Digital waste tracking scheme** to enable waste tracking through the system to monitor performance and drive continuous improvement.

- The Project Support Officers will support the delivery of one of these critical programmes working in the new R&W Programme Division and reporting into a Project Manager aligned to one of these programmes. - Ensuring systems are in place to enable effective planning and scheduling for key workstreams such as looking at pathways for implementation for consistency workstream such as but not limited to: dry recycling, organic recycling, business recycling with our external delivery partners such as EA and WRAP
- Leading on the management of RAIDD (risks, assumptions, issues, dependencies, decisions) for key workstreams that are related to the planning process ensuring they are updated and prioritised on a regular basis
- Managing project controls, reporting to the Project Manager about the project status and developing project performance reports
- Helping to coordinate responses to any project related commissions for information or reporting in a timely manner
- Ensure the smooth running of the project governance cycle, carrying out the secretariat function for project board with tasks completed to time and to quality
