At National Highways, we have an exciting job opportunity for a National Winter & Severe Weather Specialist to join the team based within the Midlands or Bristol. The role will provide specialist technical and delivery assurance for severe weather and winter service-related activities, supporting Operations regional teams, as well as providing technical input to national winter service delivery and policy issues, ensuring the company delivers a high standard of winter service to our customers.

The role will be worked on a hybrid basis, and will include traveling to our depots across the East and West Midlands, and well as the South West to inspect facilities and equipment.

**What you’ll be leading on**
- Provide specialist severe weather support and advice to our regional teams in the annual planning cycle for the on-road winter and wider severe weather service, including review and approval of annual Severe Weather Plans, salt restocking plans and exercises, to ensure a high and consistent standard of planning and preparation for winter.
- R eview and provide technical support to regional teams throughout winter, and during any periods of severe weather.
- Regularly inspecting our winter service-related facilities and equipment, to help identify faults and agree rectification plans, including the annual review of capital maintenance bids (c £12m p.a. nationally), to ensure our maintenance facility estate is safe and supports effective winter and severe weather service delivery.
- Provide technical advice to regional teams, maintenance and response contractors on the maintenance and operation of National Highways winter, including investigating faults and carrying out vehicle inspections, to provide assurance of contractor’s maintenance standards and ensure the safe and effective operation of the fleet.
- Provide technical support and advice to the project manager in the replacement of the current winter fleet and the introduction of the new fleet, coordinate regional roll-out and disposal of old fleet.
- Provide technical advice to regions on winter fleet maintenance and repair costs, including overseeing and monitoring of summer servicing, challenging work and cost estimates proposed by regional teams, to drive efficiencies, value for money and ensure national consistency in maintenance standards.
- Monitor and review regional salt stockholdings and associated management arrangements, escalating any concerns ensuring stocks are sufficient throughout winter.
- Carry out regular inspections of National Salt Reserve stocks held at strategic locations around England.
- Supporting further development of our severe weather service and associated systems and processes.

**To be successful**
- Knowledge and experience of highways winter service operational delivery, preparation of winter service / severe weather plans and been able to demonstrate continuous improvement in this area is essential.
- Knowledge and understanding of industry best practice in winter service delivery.
- Ability to engage effectively with professional, technical, and other service delivery partners at all levels, and with different technical understanding.
- Understanding of winter fleet maintenance and operational issues including maintenance requirements, techniques, and costs.
- Able to communicate clearly and effectively to influence decision makers, including senior colleagues.
