**My client a local authority in Leicestershire has a really exciting opportunity for a Permanent Energy and Decarbonisation Manager. This is a hybrid working role, and is looking ideally to pay £47000 plus excellent pension and benefits.**

**Job Purpose**
- To lead in the development and management of the property Energy Strategy at to support the Council’s Zero Carbon targets.
- The post-holder will be required to provide leadership and advice in response to the Climate Emergency. Key areas of focus will include developing and delivering a building decarbonisation plan, focusing particularly on reducing carbon emissions from heatingsystems in the Council’s buildings and on-site renewable energy generation at Council buildings.
- The post-holder will manage a small team responsible for Energy and Decarbonisation within Strategic Property Services.

**Main Duties and Responsibilities**
- To be responsible for the continual review of the Property Energy Strategy for the Council’s property estate and energy assets
- Manage a programme to generate renewable energy on Council Land including Quorn Solar Farm and a recently commissioned study investigating wind, solar and battery across 16 County Farm sites.
- Discover, Develop and Deliver a building decarbonisation plan at Council Properties and on Council land focusing particularly on decarbonising heat and generating renewable energy generation.
- Act as the Strategic Lead for property related Energy and Decarbonisation matters
- Continually review and implement the Zero Carbon Construction Guidelines and Policy to support the Council’s carbon target. Work with Operational Property, Service Departments, Consultants and Contractors to ensure that all construction projects are builtto low-carbon standards.

**Experience required**- Experience of energy management and decarbonisation within a property setting
- Of the approaches, technologies and financial and commercial practices involved in energy management of commercial buildings, ideally in a local government or other public sector setting
- Of having successfully developed and implemented capital and revenue programmes and budgets
- Best practice in Energy Management/Lifecycle maintenance of plant and systems
- Of involvement in the development of key performance measures, and reporting on the same
- Of contract management, ideally of energy performance contracts and outsourced consultancy
- Of the legal, national and international regulatory and policy environment and the commercial influences on energy pricing, management and upon environmental compliance
