Senior Brokerage Officer

Overview:
Harrow Council has a great opportunity for a Senior Brokerage Officer to join the Arranging Care Team.
This role is essential in enabling safe and secure placements for vulnerable adults and children that best meets the identified outcomes for individuals highlighted in their support plan. The postholder will develop working relationships with existing providers and gain an understanding of their capabilities and specialties.
As and when required, the Senior Brokerage Officer will deputise for the Business Manager however on a daily basis, you will support the Business Manager and the team to run the Arranging Care Team efficiently and effectively, including direct line management responsibility of Brokerage Officers.
You will manage all complex children and young adults with disability (CYAD) placements including short breaks, over-night respite, placements in residential and community based services which include home care, reablement, day care services and adhoc services.
The post may occasionally require willingness to work outside of normal office hours.

About you:
- Detailed knowledge of Adult Social Care services, such as residential and nursing and Children with disabilities as well as domiciliary and reablement care.- Knowledge of the provision services for young adults with complex needs.- Knowledge of providers that reside within Harrow.- Ability to identify key elements of a quality service.- An understanding of provider spot contract and requirement specification.- Overall appreciation of how Adult Social Care service operates.- Experience in Brokerage and securing appropriate high-quality support packages that meet individual needs.- Ability to contribute to the strategic development and management of the department, and to the medium term and long term plans as required, including recommendation for continuous improvement and to be responsible for the supervision training and development of staff, in accordance with the highest professional standards and to optimise contribution to service delivery and delivery of Corporate Priorities.- Ability to validate and approve solutions to improve service delivery of the department working closely with Mosaic, ensuring that solutions are operable, meet service requirements and are signed off where applicable.- Ability to assist in the formulation of annual operational plans and budgets to ensure that appropriate resources are allocated to their achievement.- Ability to contribute to the development of longer-term plans for the function.- Ability to work with the Payment Officers to ensure billing is more accurate and maximise income generation.
