**The Role**:
As the Head of Westminster and Kensington and Chelsea’s Libraries and Archives service you can make your own powerful contribution as you take this opportunity to enhance and enrich people’s lives. Strong, vibrant public libraries are at the heart of our communities, and regular access to their services has an enormously positive impact on learning, literacy, wellbeing, social mobility and skills. As you lead this important Bi-Borough service, your work will drive equality in our communities and help people read, learn and connect.

Your main responsibility will involve leading and managing around 250 colleagues across 20 sites, and setting the strategic direction for the services we offer. This will include providing access and opportunities in reading and literacy, information services, learning and skills, children’s services and the schools library service, digital skills and support, culture and creativity, health and wellbeing, archives and local studies, music services, employability support, business information and access to other council and community services. All our services are provided through physical libraries, outreach, the home library service and digital channels.

You’ll have an enormous range of additional responsibilities, including overseeing budgets and income generation, taking responsibility for health and safety matters, coaching team members' development and encouraging them to reach their potential. We’ll expect you to oversee service quality and customer service standards, build a shared understanding of our service-focused culture, and involve residents, communities and partners in service design and delivery. You’ll also ensure that every service change is reviewed in line with our commitment to anti-racism and equality, diversity and inclusion, lead an annual Bi-Borough service business planning process, and liaise within the wider libraries sector to learn from others.

**About You**:
With extensive staff management and leadership experience, including advising others in coaching, development and performance management, you’ll have well developed knowledge of change management and strategy development, and be capable of building meaningful partnerships and relationships with a diverse range of colleagues and stakeholders. We’ll expect you to have experience of successfully delivering large scale change projects, and practical knowledge of leading libraries and archives services.

Capable of working in a political environment and leading a highly complex service area, you’ll possess adaptable communication skills with the ability to involve, inspire and engage with staff, communities, partnerships, members and senior colleagues. Always ready to drive performance by empowering staff to take the initiative, you’ll set the highest standards as you encourage improvement and innovation.

With a deep commitment to equity, diversity and inclusion, you’ll be dedicated to creating a safe environment for learning and the development of our people, taking time to understand their strengths and motivations. You’ll also have the skills to plan, monitor and adapt budgets to respond to changing priorities, and understand the democratic process and its role in public organisations.
