**Function**: Quality Environmental Safety and Health (QUENSH)
**Reporting to**: QUENSH Departmental Manager
**Scope**:Clarke Energy Ltd
**Location**:Knowsley, with some occasional UK/Overseas travel required.
**Job Purpose**:To ensure that the day-to-day functionality of the QUENSH systems operate as required.
**Majority of time spent**:Spread across responsibilities
**Substitution**:Substitute HSE Manager

**Responsibilities**:

- Manage and carry out HSE internal audits to monitor adherence to required internal procedures across the Clarke Energy (UK & Ireland). Monitor delivery of the internal audit schedule ensuring that obligations are being met.
- Participate in external audits from clients, certifying bodies and authorities.
- Participate in Site HSE Audits - focusing on Clarke Energy personnel adhere to in-place procedures Carry out QSHE induction for all new CEL employees.
- Assist with the continual adherence to the latest HSE Legislation (assist with the regular updating of the Clarke Energy HSE Legal Registers)
- Assist with the management of the CEL Standards register.
- Update the Continuous Improvement Database for all HSE entries and support investigations, close outs etc.
- Manage and update new records in the Calibration Database.
- Assist in Introducing / developing HSE Improvements. For example - introduction of a new Computer Based Non-conformance Software Package
- CEL hand-over from Sales to Projects, HAZOP, lessons learnt and handover from Projects to Service meetings, including taking minutes and participate in managing the actions arising.
- Create HSE Board report inputs on behalf of QUENSH, in accordance with agreed schedule.
- Carry out and support the completion of Risk assessments (including COSHH)
- Participate and assist in HSE, fire and First Aid Committee Meetings
- Participate in the administration of CEL PPE.
- Participate in completing CEL supplier approvals and client’s pre-qualification questionnaires.
- Participate with managing and creating new documents as required by changes to the processes and procedures under the QUENSH remit.
- Support Knowsley facilities activities.
- Undertake ad-hoc work in support of the smooth running of the organisation.

**Technical/Professional Knowledge and Skills**:

- Quality, Environmental and Health and safety system and accreditation knowledge.
- Good Process auditing skills.
- Good IT Skills (Outlook, Excel, Word, Power Point etc.)
- Project Management understanding.
- Excellent English verbal and writing skills.
- Prioritisation and planning

**Essential**:
A minimum of 3 years’ experience in a similar role.
- Minimum NEBOSH certificate (or equivalent)
- Experience with complaint and concern handling - investigation, root cause analysis and implementing corrective actions.
- Good IT Skills (Outlook, Excel, Word, Power Point, Teams etc.) Excellent English verbal and writing skills.
- Clean UK Driving License
- Willingness to travel from home with the occasional overnight stay.

**Desirable**:

- Good knowledge of QHSE accreditation processes and requirements
- Environmental experience (ISO 14001)
- Health and Safety experience (ISO 45001 (previously OHSAS 18001)
- Quality Systems (ISO 9001)
- Member of IOSH
- Qualified / Experienced internal Auditor
- Experience of working within an Engineering Environment.
- CDM Experience
