Head of Cultural Transformation: Education and

This is a system wide senior role, responsible for the delivery of the people and culture agenda with a particular focus on education and training for our health and care workforce, within Humber and North Yorkshire Health and Care Partnership. At a significant point of transformation within Humber and North Yorkshire Health and Care Partnership, the post holder will have responsibility for the creation, development and implementation of core elements of the People Strategy across the system. Working with internal and external stakeholders, the post holder will lead and contribute to large-scale, long-term system change across a wide footprint through collaborative working. They will provide visible, credible and effective leadership to deliver a high-quality people and culture offering, having overall responsibility for strategic leadership, transformation, governance and system planning.
**The core functions of the role are to**: Lead the strategic direction of key and significant areas of cultural change and the embedding of transformational cultural activity across Humber and North Yorkshire Health and Care Partnership, including leading an HNY partnership response to the education and training ambition set out in the NHS Long Term Workforce Plan. Provide operational management of core teams delivering specialised transformational work and activity within the People function and associated budget management. Establish, develop and maintain both internal and external networks and partnership working, which support system change and development, continuous improvement, employee communication and engagement across all staff groups and sectors. Work closely with executives, programme directors and partner organisations across the region and Integrated Care Systems nationally to keep up to date with developments and understanding the needs of our workforce.
Compile business plans and develop strategies to progress the People function and the NHS People Outcomes, ensuring sustainable implementation, and that performance targets and strategic objectives are met. Investigate and advise on very complex people, culture, and organisational development issues. Management and leadership responsibilities: - Provide and receive information, concepts and ideas from across the system that are highly complex, sensitive or contentious, where agreement, co-operation and/or collaboration are required and where there may be barriers to understanding and engagement. Present highly complex, sensitive or contentious information to large groups of internal and external stakeholders where there may be significant barriers to acceptance and in a potentially hostile, antagonistic or highly emotive atmosphere, managing and reconciling conflicting views to develop joint/collaborative responses to complex problems.
Prepare and present highly complex, sensitive or contentious written and verbal reports to NHS England and NHS Improvement national and regional teams, Humber and North Yorkshire Health and Care Partnership Boards, executive teams, committees and other senior groups in the governance framework as required. Influence and negotiate on the delivery of services and transformational change, leading the engagement process with strategic stakeholders, using diplomacy when undertaking presentations to and collaborating with staff groups and the public, in an atmosphere of proposed major change. Promote the understanding of people and cultural importance within speciality areas, highlighting potential risks and providing clarity as to possible risks, mitigation, and benefits, seeking co-operational and agreement across system partners. Lead system wide change and support organisational change, engaging with senior leaders within and across partner organisations, to deliver complex change in teams and services, where barriers to understanding and acceptance will exist and where staff and teams will need high levels of support.
