**Job summary**:
The Establishment Fire Appointed Person has delegated duties for fire safety management and for providing advice to the Accountable Person on the day to day management of fire safety at Chicksands. Defence Fire and Rescue (DFR) provide specialist fire safety support, including the production of Fire Risk Assessments, but do not fulfil the role of Establishment Fire Appointed Person.

This position is advertised at 37 hours per week.

**Job description**:
The EFAP is responsible for the following:

- The management of the unit Fire Safety Management Plan (FSMP).
- The provision of fire safety advice and guidance.
- The preparation and review of unit fire safety orders.
- Implementation and management of a suitable and sufficient 1st party audit and assurance process of the establishment Fire Safety Management Systems (FSMS).
- Site Specific Comprehensive Fire Plan for Gas, Fuel and Lubricant Storage Facilities.
- Ensuring, where appropriate, that buildings have had a Fire Risk Assessment (FRA) undertaken by competent personnel. On receipt of the FRA compile a suitable Action Plan and ensure it is managed until all observations have been cleared.
- Ensuring buildings have suitable fire orders and evacuation plans, including where appropriate personal escape plans for disabled persons. Assisting building local line managers in putting those plans in place.
- Reviewing FRAs and FSMP and ensuring that the Accountable Person is informed of all significant findings that have not been addressed within the required timeframes and where required additional competent fire safety advice and guidance is obtained/provided to ensure risks are mitigated to ALARP.
- Ensuring that arrangements are in place to routinely review FRAs based on the level of risk, change of use or structural alteration.
- Where risks cannot be managed to maintain risks at ALARP, the Accountable Person is informed.
- Appropriate inspection, test and maintenance programmes for premises and fire safety equipment are in place such as: fire alarms, emergency lighting, firefighting equipment, hydrants and escape routes, etc.
- Appropriate mechanisms are in place to report and rectify failures with fire safety equipment in premises.
- That fires are reported through the TLB reporting process and to appropriate authorities as required.
- That the Defence Fire Safety Regulator (DFSR) is informed as required under the Duty to Consult process for new builds, major refurbishments, etc.
- Fire safety training is identified for all personnel appropriate to their role within the FSMS. Provide fire safety training to the following personnel:
***i. Fire Wardens on their duties and responsibilities.

ii. MPGS staff on their response to a fire alarm.

iii. Annually to personnel who do not have access to on-line training** **e.g., contractors, lease holders’, encroachments etc.
- Ensure fire evacuation exercises are planned, undertaken and recorded, with lessons identified and implemented as required.
- Ensure sufficient Fire Wardens are appointed, with clear Terms of Reference, to effectively monitor fire safety issues within their areas of responsibility.
- Provide routine fire safety updates to the Accountable Person.
- Maintain close liaison with other stakeholders such as DFR, UKStratCom - CESO, DIO, etc.
- Liaison with the nearest Local/Civil Authority Fire Station. Seek advice and guidance when and as required from the appropriate DFR Officer.
- Act as a permanent member of the Chicksands SHEP Committee meeting, providing appropriate updates on fire safety matters.

Act as Dep SHEP for the SO2 SHEP.
