The National Reform Portfolio consists of several programmes, this post will be instrumental in the strategic vision and delivery of the distribution of medical specialty training posts programmes, management of the expansion of specialty training posts programme, and all the enabling functions for these workstreams such as creating educational capacity and workforce transformation. These are co led programmes with NHS England and involve working in collaboration with our key stakeholders to tackle workforce issues and health inequalities that impact on patient outcomes.

**The Addressing Health Inequalities**: Distribution of Medical Specialty Training Programme is co-led by Health Education England (HEE) and NHS England (NHSE).

The workstream commenced in 2017 and was endorsed by HEE’s board in 2020. Both the NHS Long Term Plan 2019 and the NHS Interim People Plan 2020 acknowledged this key piece of medical education reform work, including the Chief Medical Officer’s Annual Report in 2021.

The main purpose of the programme is to ensure that there is equitable distribution of HEE-funded (tariff) specialty training posts and subsequent funding which aligns with population need to help address health inequalities across England. Where doctors train can often equate to where they settle, and therefore the location of training posts can have a large impact on both the current service provided to patients but also supplying the workforce of the future.

This post will be involved in a broad programme of work that seeks to maximise the value of public investment in medical careers through a range of individual workstreams, ensuring that public money is spent in line with population weighted healthcare need.

Health Education England (HEE) is part of the NHS, and we work with partners to plan, recruit, educate and train the health workforce. We exist for one reason only: to support the delivery of excellent healthcare and health improvement to the patients and public of England by ensuring that the workforce of today and tomorrow has the right numbers, skills, values and behaviours, at the right time and in the right place.

The National Medical Education Reform programme works closely with regional colleagues across England and other national partners, such as NHSE, to collaboratively tackle workforce issues and address health inequalities.
- Work on a co-led programme between HEE and NHSE to ensure HEE’s existing investment in tariff funded training posts is equitably distributed.
- Work to support the equitable distribution of new growth in training posts.
- Play an active role in stakeholder meetings; this will involve active participation or chairing high level meetings.
- Facilitate discussions to understand challenges experienced as a result of medical workforce alignment workstreams, and explore and propose solutions. This will include, but is not limited to, discussions with service providers, Royal Colleges, GMC, trainees, NHS regions, educator communities and patient groups.
- Critically analysing data, working closely with workforce planning colleagues to combine knowledge of medical supply with demand signals nuanced by pathway (specialty), geography and population need.
- Using comparative data for both supply and demand to calculate skills and workforce gaps that are amenable to a range of interventions.
- Risk assessment and escalation on an England-wide footprint
- Supporting the ability to maximise existing medical skills and transformation.
- Identify trends which impact on medical workforce alignment initiatives and workforce supply.
- Provide a managerial perspective, feed into strategy discussions and function as a key interface to other relevant HEE’s programmes to ensure alignment and complementary objectives.
- Develop strong relationships with NHS system partners to collaboratively develop and deliver initiatives and policy.
- Draft policies, proposals, board-level reports and correspondence
- Support the Senior Responsible Officers to develop programmes of work, deputising as needed.
- Business planning and budgetary management.
- Work closely with Programme team, HEE and NHSE regions and other key stakeholders

Salary Progression
Applicants will commence at the bottom of Band 8d with a full-time starting salary of £79,592 with a pay step increase after 5 years’ service.

This is offered in accordance with NHS Terms and Conditions and is based on office location.
