**Hybrid role** A Consultation & Engagement Lead Officer is required to join the Marketing and Communications team. To lead and deliver consultation and engagement activities, providing accurate research to enable evidence-based decision-making to achieve corporate objectives and comply with legal and good practice guidelines for public consultations. Lead on informal public engagement to inform early planning and the development of ideas whilst promoting mutual understanding between the council, its partners and public through strong two-way communication. Key responsibilities:

- Responsible for the timely, effective and efficient promotion, design, project management, analysis, interpretation and dissemination of major consultations, providing the Combined Authority with the expertise necessary to meet statutory requirements. This includes advising on quantitative and qualitative approaches, corporate policy and best practice. Co-ordinate and review consultation and the sharing of research for internal and external customers, keeping abreast of customer needs and developing agendas.
- Lead on public engagement including the development of networks to ensure all consultation and engagement activity is inclusive and reaches the council’s diverse communities and hard-to-reach groups. Use public engagement to generate or test new ideas, increase public understanding of council activities, encourage active involvement in the community and ensure the council best understands the views of local people.
- Oversee/advise on consultation and engagement activities being carried out by the constituent councils on related projects, as appropriate.
- Provide expert advice, training and resources to support high-quality ‘self-service’ consultation and engagement by council teams.
- Coordinate, use and develop a range of e-participation and social media tools for public consultation and engagement work, including discussion forums, e
- bulletins and e-petitions.
- Ensure data is used effectively without misinterpretation, using statistical and geographical analysis, data management and the maintenance of an audit trail incorporating quality assurance and quality control.
- Maintain effective working relationships with the Mayor, senior managers, constituent councils, elected members and partners to plan consultation and engagement activities in support of the council’s policy objectives across a range of activities.

**Qualifications**:

- Higher Education (or equivalent experience) which demonstrates an appropriate research and analytical ability.

**Experience & Knowledge**:

- Experience of leading on consultations with the public, on often complex and multifaceted issues.
- Experience of quantitative and qualitative consultation techniques, including the design and commissioning of research projects, sampling and the analysis of results. This includes the use of statistics and experience using appropriate software.
- Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation
- Awareness of the legislation and best practice guidelines for conducting public consultation in a local government environment.
- Sound knowledge of the legislative and financial context of local and regional government and of working with elected members and senior officers on sensitive or high-profile issues.

**Skills & Abilities**:

- Excellent communication skills including writing, presentation, influencing, negotiation, demonstrable political sensitivity, tact and diplomacy as well as strong relationship management skills.
- Ability to work effectively in agile, collaborative and partnership settings to achieve organisational and/or shared outcomes.
- Ability to effectively plan, manage and facilitate large scale meetings that may be conflicting or contentious including with the public.
