Air pollution is the single greatest environmental risk to human health. Poor air quality could cost the health and social care services in the UK £18.6 billion total by 2035 and contributes to 7m premature deaths worldwide each year according to the World Health Organisation.

Improving air quality is a high priority for the government, and for the Environment Secretary personally. There is also strong Parliamentary, public, stakeholder and media interest in air quality and what the Government is doing to improve it.

Defra’s Air Quality and Industrial Emissions (AQIE) team delivers policies which tackle all sources of air pollution, making our air healthier to breathe, protecting nature and boosting the economy. AQIE is part of Defra’s Environmental Quality directorate which also delivers a challenging and wide-ranging environmental policy agenda including chemicals and pesticides. There is a strong and vibrant community of scientists, analysts, and policy specialists and the posts offer many development opportunities. Air quality is influenced by a wide range of policy areas across Whitehall, and the team regularly works with counterparts in other Departments.

**Industrial Emissions Team - Senior Policy Advisor Post 1**

Industry is a key source of pollution, and rapid policy development is underway both in the short term for priority sectors but also for the full regulatory framework in the medium-long term. Our industrial emissions reporting framework ensures we have sufficient evidence to inform policy development and ensures our international reporting obligations and domestic statutory requirements are met.

This role will involve leading on rapid policy development of our regulatory framework, including ensuring the reporting framework is delivering the right level of information for different users. The role will also lead on delivery of our current statutory obligations.

**International Air Quality Team - Senior Policy Advisor Post 2**

Air pollution is part of the triple crises of pollution, biodiversity loss, and climate change. As air pollution is borderless, essential cooperation is required via the UNECE Convention on Long-Range Transboundary air Pollution (CLRTAP or Air Convention) amongst our near neighbours for the UK to meet its domestic ambitions to mitigate these crises. Successful negotiations of new targets will assist the UK in meeting other international challenges such as the Paris agreement.

As one of the original signatories to the Air Convention, the UK has long been at the forefront of international action to tackle transboundary air pollution. One of the major protocols of the Convention (the Gothenburg Protocol) is due to be re-negotiated from 2024 onwards. Therefore, the UK will need to be prepared to set new and ambitious targets for existing air pollutants over a longer time horizon, beyond our current domestic legislation. As well as potentially include new pollutants to the protocol, to take account of changing atmospheric chemistry and our Net Zero commitments.

**Domestic and Local Authority Team - Senior Policy Advisor Post 3**

Domestic burning is the largest source of fine particulate matter (PM2.5), the pollutant with the worst impact on health. The government has committed to exploring ways to reduce pollution from this source, including by driving improvements in domestic burning appliances installed in homes and businesses across the country. The post holder will work on policy development in this exciting, high-profile area.

Local authorities are key delivery partners for air quality improvements and have a range of legal obligations and powers to deliver better air quality for their residents. Their role on domestic burning will be key to drive down pollution from this source. The post holder will engage with LAs, as responsible bodies for domestic burning, to improve delivery of central government policy.
