**SC Cleared Projects Lead (Outside IR35)**

**Location: Hybrid with travel between London & Milton Keynes 3 days per week**

The Foreign & Commonwealth Office (FCO) and the Department for International Development (DfID) merged on 1 September 2020 to form the Foreign, Commonwealth & Development Office (FCDO).

**As a **SC Cleared Projects Lead **your main responsibilities would be**:

- Ensuring that each of the projects delivers the identified benefits within the required timescales, cost and quantity parameters, and that there is an ongoing focus on value for money;
- Acting as the ‘intelligent client’ on behalf of the FCDO, you will be the primary point of contact for the key stakeholders, professional services teams and contractors;
- Establishing appropriate governance for the project and ensuring that this is effectively maintained throughout the life of the project;
- Identifying and establishing effective working relationships with key stakeholders, including GPA and other FCDO property professionals (Estate Operations, Security Department, Knowledge and IDD) and all the Directorates based in KCS to ensure alignment of the project objectives;
- Effectively planning the delivery of the projects so that all parties fully understand their contributions and the timetable for delivery and monitoring delivery against the agreed plan;
- Identifying, recruiting and managing the resources required to deliver the project. This will include establishing the multi-disciplinary project delivery team i.e. the recruitment of professional advice (project management, design disciplines etc.);
- Identifying and developing solutions to risks and issues that threaten delivery of the project and/or FCDO’s reputation. Escalating these risks and issues as appropriate, in line with established protocol;
- Developing business cases to allow the projects to progress through key milestones;
- Agreeing the procurement strategies and ensure all procurement activity complies with Government procurement rules;
- Ensuring that the project is delivered in line with the FCDO requirements and appropriate standards; and
- Responding to ad hoc requests for ministerial and senior management briefings.

**You’ll have relevant experience in**:

- A proven track record of delivering power infrastructure projects in critical environments for example, data rooms and computer centres where power resilience is crucial;
- A proven track record of successfully delivering projects through all stages of the project life cycle (feasibility, design procurement, construction and handover);
- Experience of procurement in a highly regulated context such as the public sector.
- Experience of working in sensitive environments (in terms of security);
- Experience of establishing successful working relationships in complex stakeholder environments;
- A proven track record of working with delivery partners (professional advisers, contractors etc);
- Ability to manage teams, both internal and external to an organisation, effectively and ensure on time delivery, within budget control, to the desired end quality;
- Ability to think and act strategically and balance numerous competing issues and objectives to a successful resolution; and
- Ability to assess risk but also to respond quickly, decisively and appropriately in relation to change.
- Experienced Mechanical & Electrical Engineer with project management experience

**Desirable**:

- A relevant professional or technical qualification to degree level or equivalent (e.g. building surveyor, building services engineering, facilities manager); and
- Membership of a relevant professional body (e.g. the Royal Institution of Chartered Surveyors, the Chartered Institution of Building Services Engineers, the Institute of Mechanical Engineers, Institution of Engineering and Technology, Institute of Workplace and Facilities Management)
