We are looking for **Estate Officer** in **Rugby**:
** Location: Rugby, On-site (with potential hybrid working)**
** Duration of assignment: 3 months (with potential to permanent role)**
** Working hours: 37 per week**
** Rate: PAYE: £15.70 - £17.59**
** UMBRELLA: £20.41 - 22.87**
** Ideal start date: ASAP**

PURPOSE OF THE JOB:

- Responsible for the day to day administration of the estates portfolio in accordance with the Asset Management Strategy and corporate priorities, values and aims of the council under the direction of the Property Manager.
- To co-ordinate estates work across all council service areas and portfolio’s and external stakeholder’s.
- To identify to the Property Manager any commercial opportunities on company owned land.
- To manage the specialist estates apprentice.
- To manage property acquisitions and disposals as directed by the Property Manager

**Responsibilities**:

- To have a commercial approach to estates to achieve best value from the company land holdings and property Assets
- To assist to appoint and manage external valuer’s and estates consultants for an efficient estates service delivery
- To write and prepare council and estates reports
- To co-ordinate internal and external stakeholders to deliver estates work to the company requirements
- To work with council officers from all services and portfolio’s housing, legal services, maintenance, planning, finance, parks and recreation and project management teams, as required to deliver an efficient estates service.
- To work with legal services in the preparation of legal documentation, ie terms of leases, licences, easements etc
- To assist to manage estates risks and set up estates records.
- Answer day to day estates queries from members of the public and external customers and manage a register of these queries.
- Draft record and help prepare and present data, in various formats, to key stakeholders, including Senior Officers, Elected Members, consultants and contractors.
- Liaise and co-ordinate with a range of RBC teams, members of the public external partners and consultees on estates matters
- Carry out research where required to support the planning and delivery of estates work
- Manage and supervise the specialist estates apprentice
- Deputise/assist the Property Manager on asset management/land and property matters where assigned
- Support the project managers on all estates related matters and report to project boards as necessary. Attend and contribute to major development project groups and project manage specialist land and property projects as assigned.

Person Specification:

- Working toward an appropriate professional or technical estates qualification
- GCSE grade C or above in English language or equivalent standard
- A minimum of five years’ experience of managing estates matters in a corporate or similar organisation in both housing and commercial/public buildings
- Experience of administration and record keeping with an asset management system
- A working knowledge of Health and Safety legislation relating Property
- Experience of specifying and commissioning professional services and estates work
- Experience of setting managing and monitoring estates work and KPI’s
- Experience of working with a mapping system
- A professional or technical qualification in estates management and 2 years post qualification experience
- Excellent communication skills, both written and verbal. The ability to use these skills at all levels
- Excellent customer service skills to a variety of stakeholders including elected members
- The ability to work closely with other customer focused teams and work well within a team environment
- Computer skills and in particular, the ability to use Microsoft Office software ie. Word, Excel, Power Point, Outlook, GIS
- Ability to identify and deliver commercial opportunities in an estates environment
- The ability to work under pressure and prioritise tasks to meet service standards and deadlines
- Good numeracy and data handling skills and report writing
- Use of initiative, including problem solving and the ability to work without constant supervision
- Ability to identify risk and potential mitigation

**Job Type**: Temporary contract

**Salary**: £15.70-£22.87 per hour
