The team/department
The Market Intervention - Trading Venues department is at the heart of the FCA strategy to seek to ensure that UK market infrastructures are resilient, transparent and operate in a fair and orderly way. The department sits in the Infrastructure & Exchanges directorate. It is responsible, among other things, for supervising trading venues and for developing the policy that applies to them and to the investment firms dealing on those venues or over the counter (OTC). We develop smart and early policy interventions to address emerging risks we see in the market and to influence global and UK policy.
The trading policy team is responsible for delivering the Wholesale Markets Review (WMR), the review of UK wholesale financial markets we have been conducting with the Treasury. The WMR has a broad scope. It includes transparency in equity, bonds and derivatives markets, market data and data consolidation and commodity derivatives. The team is also supporting the development of the regulatory framework for a new marketplace known as PISCES, which will offer intermittent trading in the shares of private companies.
Through a variety of international fora, the team also helps shape international standards for trading venues.
What you will be doing- You will play a key role in the delivery of the reforms set out in the Wholesale Markets and development of FCA rules for PISCES- You will work with HM Treasury and the Bank of England to ensure appropriate coordination of policy development- You will provide ongoing policy support to FCA teams supervising trading venues and trading firms- You will contribute to the FCA’s international strategy in relation to wholesale markets- You will contribute to our work to identify and mitigate future areas of risk in the trading and conduct landscape

If so, you and your outputs will have a high exposure across the FCA and outside- Further develop in-depth expertise on the functioning of wholesale financial markets

The skills and experience you will have
Minimum- Prior experience reviewing large amounts of information, identifying the key themes, drawing logical conclusions and developing and implementing strategies- Prior experience and a good understanding of the UK policy and legislative processes
Essential- Ability to prioritise and work quickly on key tasks, while identifying and managing risks- Ability to build and maintain relationships with senior management, other regulators and staff at all levels within the FCA- Excellent understanding of the operation of trading venues and of their members- Experience of taking ownership of complex work- Experience of making judgements and presenting key issues and recommendations to senior stakeholders across the FCA- Excellent drafting and oral communication skills- People and/or project management experience- Working effectively as part of a team by working inclusively
