**Job description**:
There has never been a more exciting time to be working in active travel, and Active Travel England is at the forefront of this high-profile agenda. Active Travel England will help deliver the Government’s ambitious vision for half of all journeys in England’s towns and cities to be walked, cycled or wheeled by 2030. The plan commits to ensure cycling, walking and wheeling provision is at the heart of local plan making and decision taking. Joining the team now represents a genuine opportunity to shape transport policy in a time when other wider considerations like transport decarbonisation and improving public health are central government priorities.

The Senior Casework Officers will lead a team of upwards of two HEOs, acting as the first level of escalation for issues and ensuring that outputs are to a high quality and consistent with Active Travel England spatial planning policy priorities.

**Responsibilities**:

- Include, but not limited to:_
- Management and oversight of Active Travel England’s development management casework function
- Providing appropriate advice to the wider Active Travel England spatial planning team, other teams within Active Travel England, Local Planning Authorities, developers, agents and other persons and bodies as appropriate in connection with development proposals and related matters in writing, by telephone or in person
- Appropriately inputting into the formulation of planning policies and Active Travel England’s spatial planning future strategy
- Preparing and presenting appropriate evidence in response to challenges against the determinations and feedback of Active Travel England and preparing for negotiations to secure outcomes and opportunities for active travel
- Liaising with the highways engineering and inspections branch to build a pipeline of future schemes appropriate for design review post planning permission
- Attendance at meetings with external organisations, any relevant Active Travel England governance boards or ad hoc meetings requests as and when required
- Quality control oversight and the line management duties for upwards of 2 team members

**About You**

You are a natural team player, who will demonstrate dedication, commitment and satisfaction to your role and your colleagues.

You have excellent written and verbal communication skills, able to clearly and concisely present written information in a structure and balanced way appropriate to the needs of the reader.

You have demonstrable experience of working in a development management casework team, either at the local authority level, at another statutory consultee or elsewhere.

**Additional Information**

A minimum of 40% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance.

This is a permanent post, that will initially be based in the Department’s Active Travel team as part of Active Travel England until the new organisation is formally established. Thereafter, Active Travel England will have posts across England and be headquartered in York, in line with Government’s location policy.

The role will be based in Leeds as the nearest DfT office until York HQ is established.
