The **COBR Unit**, formally the Civil Contingencies Secretariat, leads the Government’s response to acute emergencies - domestic and international, malicious and non-malicious - and drives professionalisation of emergency management within government. The unit sits within the National Security Secretariat.

The post in the Continuity of Government and Crisis Management team in the COBR Unit provides an exciting opportunity to work at the centre of the government’s emergency management programme. This is an HEO role reporting to the Grade 7 Continuity of Crisis Management Team Lead.

**Job description**:
You will join the small but dedicated team responsible for the maintenance of continuity of government and crisis management planning - ensuring that collective ministerial decision making can continue in an emergency of whatever gravity. This requires working across government and external stakeholders, developing HMG’s approach to building and maintaining a strong level of resilience and crisis management.

A key part of the role will be engagement with other parts of the Cabinet Office and resilience teams in wider Government departments to improve awareness of existing plans and build up continuity of crisis management (CoCM) capabilities. It will also involve you coordinating and shaping the formulation of policy options and drafting advice to Senior Officials and Ministers as well as supporting governance meetings.

You will be a vital member in continuing to build a diverse and inclusive team, role modelling inclusive behaviours, championing diversity, and playing an active part in encouraging the team to bring out the best in each individual. You will invest in relationships with colleagues across the centre of government and with stakeholders across HMG and beyond.

You will be expected to work on high-profile and fast-moving policy issues. Key areas of responsibility will be:

- Supporting a cross-government programme review of departmental CoCM planning to reflect the strategic risk picture
- Leading specific assurance work alongside operational colleagues across existing sites
- Work on the strategy for COBR resilience and shape the future of the way crisis operations are delivered away from BAU processess
- Programme support to the SRO, including monitoring risks to delivery; and the provision of secretariat support to the Governance Board
- Stakeholder engagement planning and the development of written communications / briefing
- Supporting wider COBR Unit response activations at times of national emergency

**Person specification**:
You should be comfortable taking the initiative and working proactively to tackle emerging issues. You will need to be an excellent communicator who enjoys working with others and who can build effective relationships.

The post holder must have:

- Excellent verbal and written communication skills
- Be comfortable providing briefing to seniors
- A team player with an ability to work flexibly across a number of team portfolios
- Experience of working on demanding crisis responses or at pace, maintaining your own well being under pressure
- Experience on working on sensitive issues or challenging policy issues
- The role is London based and requires infrequent travel to other sites across the UK

**Responding to Emergencies**

COBR Unit on call rota: you will be asked to join a formal COBR Unit on-call rota for civil emergencies, to monitor emerging risks and form the backbone of initial responses where necessary, for which an allowance is payable.
