**Overall Purpose of the Role**: This role is one of four Heads of responsible for the delivery of NHS contracts for the provision of NHS111, Out of Hours, Primary and Urgent Care across four counties, covering a population of 3.5M people. The Head of Out of Hours has a pivotal role in the development, implementation, and delivery of HUCs strategic and operational objectives, with responsibility for the delivery, performance and safety of all Out of Hours services to optimise patient care, ensure efficient use of resources, and promote a culture that is progressive, inclusive, and driven by HUCs core set of values. The role holder will be required to be the CQC Registered Manager for the Luton and Bedfordshire Regional Contract. The post holder: Responsible for operational delivery and performance of Out of Hours (F2F) services, ensuring they benefit from economies of scale whilst meeting local need.

They will give direction and guidance to operational services, ensuring they are fully connected to HUCs strategic programmes, vision, and values. They will lead and manage operational and clinical teams responsible for the delivery of safe services that provide high quality patient care. Has responsibility for embedding shared leadership within all operational areas to support a patient focused, employee-led workforce with robust quality assurance, workforce development and financial probity. They will identify operational and commercial priorities and objectives in the development and implementation of company strategies i.e., around estates and other programmes across HUC.

Will be an active contributor to and leader of, the development and delivery of HUCs strategic objectives and local business plans, ensuring effective programmes are embedded to deliver on contractual KPIs and wider social purpose across HUC Will act as a senior operational manager and will work in a matrix style with central teams, directing their focus and commissioning central support services that meet customer need and are enabling of high-performance operational services and our shared leadership culture. Will work closely with the other leaders, to improve the quality, safety, and experience of patients and wider community in HUCs role in care and the employment experience of our own employee-shareholders. They will contribute to bid development and tendering as well as the transition and mobilisation of new HUC contracts. **Principle Responsibilities will Include**: Strategic Development As a key member of the HUC senior leadership team, contribute to the development and delivery of HUC strategies, service development plans, operational performance, and delivery of financial balance in line with HUCs vision, values and strategic goals Deputies for the Associate Director of Performance and Delivery as appropriate including representing HUC at local place based and regional meetings & events, chairing internal committees, supporting system escalation calls Support major strategic projects across the organisation and the wider health economy Responsible for strategic direction to Operational managers delivering HUC Out of Hours (F2F) contracts worth approximately £10M. In conjunction with the AD for Delivery & Performance and other members of the Senior team, work together in developing effective commissioner and key stakeholder relationships that support HUC in developing its business. Provide appropriate advice that supports positive working with GPs, commissioners, and local provider partners to influence referral patterns, and secure on-going viability of services. Business Development Working alongside the Lead for Workforce Planning, ensuring robust demand, capacity and workforce plans are in place to deliver the contracted levels of activity.

Support local leaders to embed effective and innovative skill mix. Work in partnership with the Head of Transformation to ensure effective systems, processes and quality improvement arrangements are in place to deliver high standards of performance and sustainable quality services. Responsible for the preparation of outline and full business cases and manage the associated processes including liaison with key stakeholders and overseeing the benefits realisation process and reporting outcomes accordingly. Drive service development, modernisation, and innovation in operational services, promoting a culture of quality improvement and transformation.
