1The post holder is responsible for the administration and management of State and prisoner owned funds within HMP Perth. This requires processing, updating and reconciling multi systems including the SPS’s financial management systems, stock systems and internet banking. The post holder will also be responsible for ensuring all monies are recorded and allocated in accordance with local practise and compliant to SPS Financial Policy and Guidance.
With an emphasis on transactional processing by various teams, it is essential that efficient procedures support the high volume of transactions that this busy prison generates on a daily basis. Robust assurance procedures and strict financial controls must be adhered to ensure the accurate processing of data. The post holder will be actively involved in all month end reconciliations, including the canteen stock balances, PR2 and Agresso financial reconciliations and prisoner phone account balances. The post-holder will, on occasion, be required to help out in other areas of the finance function, i.e. the prisoner canteen, the criminal office and the general store.
- Responsibilities- 1- Process all bank and cash transactions and complete daily reconciliations of cash in hand and State and Prisoner Funds general ledger accounts; ensuring that the principle of separation of Prisoner Funds from State funds is complied with at all times.- 1- Complete daily, weekly and monthly reconciliations and analysis, including schedule of losses, ensuring that all completed returns are ready for approval by the establishment’s Finance Manager within the agreed timescales.- 1- Review cashbook payments including travel & subsistence claims are compliant to SPS policies and process through the SPS financial system (Agresso), bank and cash account (including internet banking) and the appropriate independent financial systems used by the SPS.- 1- Manage and keep secure bank and cash accounts for State, prisoner owned funds to ensure reasonable balances are kept to meet the operational requirements of the prison.- 1- Provide assurance for the propriety of cash locally held, ensuring the establishment is compliant with financial policy and guidance and audit requirements are met at all times.**Person Specification**- Qualification Requirements- 1Minimum of five National 5 (or equivalent) qualifications including English and Mathematics or at least six months relevant experience gained in a similar role and/ or environment.
