**Your new role**

National Highways have an exciting opportunity for a Project Manager to join the Regional Investment Programme (RIP) within the Major Projects (MP) directorate across the north of England.

RIP is one of four programmes within National Highways Major Projects Directorate. Major Projects is responsible for the delivery of nearly 70 projects with a total value more than £14 billion, and some of the most exciting and challenging projects in thecountry. National Highway’s goal is to change the industry: to make roads and their construction and maintenance safer; to be more responsive to the needs of our customers, particularly about biodiversity and carbon; and to exploit the digital agenda and drivethe productivity agenda to improve delivery.

We exist be a focal point for the delivery of sensitive and complex projects; growing individual talent and our organisational capacity to be successful. This role will require you to draw on your proven knowledge and experience of successful project delivery, with experience in the delivery of business change projects an advantage. You will become an expert in our delivery environment and through buildingrelationships with stakeholders from across our business and our supply chain, manage the delivery of initiatives which will directly improve the way we deliver our capital projects.

You will work within Regional Investment Programme North, specifically on the nationally significant A66 Northern Trans-Pennine Project in Cumbria, County Durham and North Yorkshire.

You will be based in Darlington, Penrith, Leeds or Manchester and the role will involve travel across the North of England. Following successful delivery of this programme, you may transition onto other transformation programmes, or capital project delivery.

**What you’ll be leading on**

- Develop and maintain strong collaborative relationships with the Programme Manager, Senior Project Manager, and other key internal and external stakeholders, to ensure full mutual understanding of your projects’ strategic and delivery objectives, to reporton and review project performance, and to agree solutions that resolve complex issues.
- Design, agree and implement project plans, to ensure that all activities are appropriately organised to deliver project objectives, are appropriately resourced to deliver the required outcomes.
- Oversee feasibility, design, and assessment work for proposed projects, to inform the development of business cases and investment proposals.
- Contribute to the development of robust business cases, to clarify business benefits, quantify resource requirements and identify project interdependencies.
- Identify and evaluate emerging risks, issues, dependencies and constraints associated with the project, escalating where appropriate. Where necessary develop, agree and implement solutions to overcome these.
- Commission and manage the performance of delivery partners and expert consultancy support as appropriate, ensuring that project objectives and requirements are clearly understood, setting clear expectations for health and safety management, time and cost;and taking appropriate remedial action where necessary.
**To be successful you’ll need**
- Experience of managing teams to successful development of complex, medium/high risk or high-profile capital or transformation programmes and/or projects.
- Experience of managing complex relationships with multiple stakeholders and evidence of skills to influence relationships for positive outcomes.
- Experience of managing business and/or value management cases for new programmes and/or projects through company defined governance, review and approval gates.
- Experience of managing and maintaining agreed plans and detailed stage plans in conjunction with delivery partners.
- Demonstrable experience of managing the development of plans in conjunction with wider business units and delivery partners.
- Commercial skills with proven ability to negotiate and manage contracts to deliver outcomes and drive value for money.
- Demonstrate experience as mentor and/or coach to develop project management talent, skills and competence within a complex project environment.
