**Background of our service**
Barnardo's has been successfully running children's services across Gloucestershire since 2010. Building on the success of Children's Centres, Barnardo's has been commissioned by Gloucestershire County Council to deliver a Targeted Family Support service for local families with children aged 0-11yrs from April 2017. This new service forms an integral part of the Early Help offer in the county. Within the Forest and Stroud Locality, the service is delivered from four designated Children and Family Centres. Two centres are based in the Forest of Dean: River Children and Family Centre in Lydney and Hilltop Children and Family Centre in Cinderford. Two centres are based in the Stroud district: Park Children and Family Centre in Stonehouse and Treetops Children and Family Centre in Dursley. Our contract is funded initially until March 2020.
An ability to travel around the whole locality is essential for the role.
In order to deliver the service effectively a degree of flexibility will be needed. The post holder will be required to work outside of office hours and, occasionally, at evenings and weekends.
**Objectives of Service**
To meet the requirements of our commissioners by providing a range of targeted services, including individual and group support/interventions in order to improve the outcomes for children aged 0-11yrs and their families within the local area.
- To offer specific targeted services to vulnerable families including evidence-based parenting programmes and outreach support.
- To offer services in partnership with other key providers such as health visitors, midwives, teachers, social workers and voluntary groups.
- To demonstrate the impact and effectiveness of the services provided
- To work according to all safeguarding and health and safety requirements.
**Specific Responsibilities for the role**:
- Work one to one with vulnerable families to reduce inequalities between those in greatest need and their peers.
- Demonstrate knowledge and experience of working with parents with specific vulnerabilities that impact on their child/ren, including (but not limited to) low income, domestic abuse, substance misuse, mental ill health, anti-social and/or criminal behaviour and transient families etc.
- Demonstrate knowledge and experience of assessing complex safeguarding and welfare issues for children and vulnerable adults.
- Demonstrate knowledge and experience of child development across the ages, with a particular emphasis on children with additional needs, disabilities, specific educational needs, adult and child mental health and those with protected characteristics as defined by the Equality Act 2010.
- To facilitate the delivery of targeted support groups and evidence-based parenting programmes.
- Competently and accurately record observations on case management systems with an awareness that information you supply may be used in legal proceedings.
- Ability to follow safeguarding and child protection policies and procedures effectively.
In addition other key aspects of the role incorporate a multi-agency approach and liaison with a wide range of professionals; this includes participation at various external meetings.
You will have:
- Good communication skills and the ability to use established administration systems.
- Ability to engage families effectively with the services provided.
- Ability to make assessment and support planning.
- Ability to write reports along with accurate record keeping to satisfy regulations.
- An NVQ level 3 qualification in Child Care, Learning and Development (or equivalent) is essential for this post.
You will be supported by your Team Manager and within the wider locality.
