It is an extremely exciting time here at HM Courts and Tribunals Service. We are currently undertaking a first-of-its-kind Change Programme aimed at delivering pioneering judicial services that better serve the public, and with over £1 Billion of funding this is the most ambitious programme of its kind anywhere in the world.
The Programme includes modernising the court estate, utilising the latest technology to digitise services where appropriate, speeding up and streamlining working practices, refurbishing buildings to reduce maintenance costs and provide much improved services for service users, especially vulnerable witnesses and victims. Delivering this magnitude of change is complex and requires the harnessing of two forces: driving and releasing. Driving change focuses on change strategy, planning and measuring impact; releasing change is centred on inspiring people, working closely with the business to harness their energy in support of the change vision. The Regional Implementation Lead will be required to balance these two aspects of change delivery to ensure that the business is ready and willing to accept the change.

**Overview**:
The Regional Implementation Lead will report to the Head of Change and form part of the Change Team within the Midlands that is responsible for leading on business change activities that seek to realise new ways of working across the business. They will work closely with Business Change Managers to ensure reformed services are fully transitioned and transformed and closely with Operational colleagues in the management of local change activities. This will include equipping managers to help staff prepare for changes and supporting them through it. There may also be times when it will be necessary to deliver difficult or unwelcome messages to stakeholders and staff.
The Regional Implementation Lead will be responsible for:
- Implementation of change on the ground.
- Identifying interventions to support the embedding of change and ensuring that leaders are equipped to support and encourage their teams to adopt the change.
- Working with the Central Business Change team to proactively manage the local Change Agent Networks to foster a change culture.
- Working with local operations to manage the adoption of change and continuous improvement on an ongoing basis to realise the benefits.
- Communicating and stakeholder engagement in the regions (in conjunction with Programme Business Change Teams).
- Inputting into project led change impact assessments, implementation plans and the Assurance Readiness Tool.
- Developing and delivering legacy change work plans, such as wind down and transition planning.
- Conducting reviews to ensure change is embedded and assessing readiness for safe handover to operations and unreformed environments.
- Taking ownership of ongoing business change management for services once projects have closed.
- Gathering feedback and data on the success of change and inputting updates to the central team to support benefits realisation.
- Working closely with the Central Business Change team to ensure clarity in roles and responsibilities for reform change implementation.
- Feeding in all Change Load impacts to the central team to ensure holistic view is achieved.
- Balancing the priorities of the Operational region with wider reform requirements.
