**Brief Description**:
To assist in the preparation of Cost Plans in the support of Business Plans under the control and guidance of a superior.

**About the role (External)**:
**Key Accountabilities**
- An awareness of how cost planning techniques are used in the financial control of projects during the development and design stages of a project.
- Assist in the development of accurate and comprehensive cost plans for simple projects in accordance with the Cost Planning policies, processes and the Governance for Railway Investment Projects (GRIP).
- Assist in the development of cost plans in accordance with the Rail Method of Measurement format and structure.
- Assist in the production of cost plan reports in accordance with the Cost Planning policies and processes to support the basis of all cost plans.
- Assist in the completion and submission of rail work cost analysis such as activity based cost model cost data through the ‘Cost Analysis Framework’ (CAF) or other Regional cost analysis and benchmarking requirements.
- Actively pursue self-development and professional training relevant to future career progression to become Cost Planning Manager within a maximum of three years.
- Awareness of the development and use of Unit Cost Modelling for railway based work activities.
- Awareness of Risk and Value Management techniques to derive Risk Allowances during the development and design stages of a project lifecycle.
- Assist in the production of Life Cycle Costs
- Understanding of Commercial Policies and Governance.

**Job Skills, Experience and Qualifications**

Essential
- An awareness of Cost Planning and Estimating processes and techniques.
- An awareness of Cost Analysis, Cost Modelling and Benchmarking processes and techniques.
- Previous experience of quantity surveying services.
- Qualified or working towards a basic standard in Cost Planning, Estimating and / or Quantity Surveying.
- Experience in the construction industry.
- An understanding of the project management, planning, risk assessments and management, and investment authority processes associated with building and / or civil engineering infrastructure projects.
- Good communication, analytical, presentation and reporting skills.

Desirable
- Qualified or working towards a professional standard in cost planning, estimating and quantity surveying through membership of the Royal Institution of Chartered Surveyors (RICS) or equivalent body.
- Knowledge of appropriate Cost Planning and Estimating computer software systems.
- Educated to degree level.

**Salary**: circa £30,000
