The UK Border is protected by the Border Protection Squadron as part of National Operations Headquarters, with a fleet of vessels including Offshore Patrol Vessels and smaller Coastal Patrol Vessels. The Squadron is responsible for delivering the maritime enforcement capability and, in so doing, to prevent and disrupt organised crime from exploiting the UK’s territorial waters for illegal purposes including drugs trafficking, illegal immigration and modern slavery. All vessels carry out maritime enforcement, surveillance, security and interception duties in both UK and adjacent international waters.

The Business Management Unit are responsible for the administrative support to the Squadron which include:

- Finance management - complying within Government policies and financial processes including stringent budget management.
- Procurement - in line with Government policies.
- Recruitment - following Civil Service policies to recruit open and fairly.
- Workforce Planning - reviewing current staffing levels, identifying and reporting to senior management any perceived areas of concern.
- Human Resources - supporting HR matters.
- Supporting the Senior Leadership Team on an ad hoc basis.
- Welfare - signposting networks and available resources to assist with any welfare requirements.
- Administration - general support such as auditing, information management, induction presentations and projects as well as further taskings set out by Senior management.

**Responsibilities**

We are looking for two Higher Officers who will work closely together. Dependent on skills and experience, the positions on offer will be streamlined to Finance or Recruitment/HR with further administrative functions delegated to each role.

Finance role:

- Creating and maintaining budget and forecast data for both Maritime and the National Deep Rummage Teams. Producing detailed cost profiles to central National Operations advising the Senior Leadership Team of any discrepancies or changes across the command.
- Conducting monthly and annual (End of Year) finance reports, identifying and investigating variances whilst producing comprehensive written reports.
- Providing excellent internal and external stakeholder engagement, specifically liaising with the wider National Operations teams and Finance Business Partner.
- Collating running costs by vessel, team or command to enable cost data for new requirements and future forecasts.
- Overseeing procurement, creating and maintaining detailed records of suppliers, invoices and purchase orders.

HR role:

- Creating recruitment campaigns, following a set process as set out in policy.
- Creating and maintaining detailed records of all recruitment campaigns, collate and present regular updates to the Senior Leadership team on progress.

Both roles will include:

- Line management responsibilities for 1 to 2 Executive officer/s.
- Supporting project work as the need arises including business cases, project delivery and reporting.
- Complying with current guidance and policy in relation to the work areas listed above.

Regular travel will be required within the Portsmouth area, the region and nationally. Subject to business requirements a limited number of pre-arranged overnight stays are required on an ad-hoc basis.
