The post holder will
- Responsible for the operational management of building and engineering services across the Trust Estate.
- Has overall responsibility for ensuring that engineering maintenance, including contract work, is carries out to appropriate standards and specifications.
- Has overall responsibility for ensuring asset management systems are up to date, creation and adherence to maintenance plans and evidence compliance of such.
- Maintenance of assets in line with Estates Code and identifying assets for inclusion in Backlog Maintenance Programs.
- Ensuring all activity is conducted in line with HTM’s and British Standards.
- Provides expert specialist and professional building and engineering expertise to other estates and facilities staff, directors and senior managers of the organisation including external agencies.
- Undertake Authorised Person responsibilities Trust wide. Ensuring sufficient Authorised Persons are appointed across the Trust.
- The day to day commercial management of the estate maintenance and operation. Developing and implementing policies for the Directorate. Management operation and implementation of the Permit to Work system and Safe Systems of Work.
- Ensuring services comply in accordance with legislative, statutory and HTM requirements.
- The management of a team who are competent and who will ensure the safe operation of all plant and equipment on the Trust Sites.

The cost effective delivery of a Planned Preventative Maintenance
Communication & Relationship Skills
Providing and receiving complex specialist engineering compliance data to/from Estates Teams. Exchanging maintenance, technical project-related information with specialists and non-specialists including senior managers, director’s contractors, suppliers and Authorising Engineers. Negotiating with contractors and statutory agencies. Requires developed skills to convince senior managers of need of change in specialist engineering field.
Knowledge, Training & Experience
Professional engineering knowledge acquired through degree or equivalent plus specialist knowledge gained through post graduate courses and Authorised Persons Courses. Professional knowledge gained through experience.
Analytical & Judgemental Skills
Judgement across specialist estates issues. Dealing with complex engineering facts, requiring analysis, interpretation and comparison of a range of options. Making judgements across a wide range facilities issues taking into account legislation, KPI’s, H & S and conflicting demands.
Planning & Organisational Skills
Formulating complex specialist engineering plans that impact across the organisation.. Management of compliance data in line with HTM’s and British Standards. Co-ordinating engineering staff and Authorising Engineers. Developing long term strategic estates operations plans to implement organisational objectives for critical services.
- The management of a reactive maintenance service 24/7.
- To be on call or available for emergencies in line with the on call rota.
- To work with the Energy manager in achieving Trust goals. Encourage and participate in Directorate energy saving schemes and promote the understanding and importance of economic use of energy.
- Provide technical and professional support for all staff, colleagues, and engineering supervisors and to Trust officers in order to develop a Team approach.
- Authorise and train competent persons.
- Key point of contact with the Trust in relation to the provision of estate maintenance services.
