**CEO, Wellington Town Council, Telford**

With a population of over 25,000 the Historic Market Town of Wellington is embarking on a thrilling new chapter with several significant regeneration projects and a growing events programme. The Town Council is going through an exciting transformation to match the Town’s growing ambition and we are seeking to appoint an innovative, forward thinking and proactive Chief Executive Officer who will help lead the council through into this exciting period.

If you have the enthusiasm, vision and commitment to take the Council forward, manage a budget of £620k and a workforce of seven, we would like to hear from you.

**Key Responsibilities**:
The CEO, as the ‘Proper Officer’ of the Council, is under a statutory duty to carry out all of the functions and to serve or issue all notifications as required by law. You will ensure the Town Council is correctly run according to Local Government regulations and legislation in liaison with the Responsible Financial Officer, and Deputy Chief Executive Officer to advise the Town Council and individual councillors on financial and legal matters.

You will have a proven track record in administrative and financial management together with the necessary skills in people management and leadership, communication and organisation.

You will be at least CILCA qualified hopefully with a minimum of 2 years’ experience and the ability to utilise the General Power of Competence.

**Key Responsibilities**:
COMMITTEE SERVICES
- To administer meetings of the Full Town Council, Policy and Resources Committee, The Wellington Town Centre Regeneration Partnership Board and other meetings and working groups as required.
- To draw up agendas and minutes
- Take appropriate follow-up action from meetings and carry out all decisions made on behalf of members when required.
- To respond to correspondence where management input is required.

OTHER DUTIES
- To propose and deliver projects on behalf of the Town Council, reporting back at regular intervals, monitoring progress, and taking action where necessary in accordance with budgetary requirements.
- Summarise papers for submission to the Town Council and present reports for consideration.
- Manage some Town Council events and functions as required by Full Council.
- Liaise with other organisations and authorities as necessary.
- To ensure best practice is maintained at all times, including reviews of policy, procedures, Standing Orders and Financial Regulations, when required.
- Be computer literate and competent and help maintain the Town Council’s website and social media requirements.
- Manage the Council Staff team, to lead, motivate, guide and monitor performance

**What you will bring**:

- CILCA qualification as a minimum
- 2 years minimum experience in a similar role
- Ability to use the General Power of Competence
- Confident IT skills including website management, social media and virtual meetings
- Ability to work flexibly, and at evenings and weekends when required

**Hours**

This is a full-time role working 37 hours per week (including some evenings and weekends as required)

**Salary**

The salary is within the range National Joint Council - spinal column point(s) P015 (41-44) dependant on experience and qualifications.

Membership of the Local Government Pension Scheme.

Employment is on National Joint Council ‘Green Book’ terms and conditions, including an annual holiday entitlement of 22 days rising to 25 days after 5 years’ service, paid time off for public holidays including 2 extra statutory days per year.
