The Clerk to the Parish Council will lead the staff team and be accountable to the Council for the effective conduct of the council’s work. The clerk is under a statutory duty to carry out all the functions, and in particular to serve or issue all the notifications required by law of a Parish Council’s Proper Officer. The Clerk will be wholly responsible for ensuring that the instructions of the Council in connection with its function as a Parish Council are carried out. The Clerk is expected to advise the Council on, and assist in the formation of, overall policies to be followed in respect of the Council’s activities and, in particular to produce all the information required for making effective decisions and to implement all decisions constructively.

The person appointed will be accountable to the Council for the effective management of all its resources and will report to them as and when required. The Clerk will line manage the Responsible Financial Officer who is responsible for all financial records of the Council and the careful administration of its finances.

Staff currently work mainly from home but also have use of the parish office which is situated at Riverbourne Community Farm in Laverstock. The Council is planning to review its accommodation arrangements and, in the future, and there might be a greater emphasis on office-based working. The Council has a programme of investment in technology and has moved to Microsoft 365 as its main IT system and Scribe for its financial records. All staff members are provided with an appropriate laptop computer.

The parish council is a member of the Local Government Pension Scheme, offering a high quality, defined benefit scheme to its staff.

**Salary**: £21.53-£23.09 per hour

Expected hours: 30 - 37 per week
