DCC is responsible for the delivery of the shared infrastructure needed for energy suppliers to roll out 53 million electricity and gas smart meters across the UK. DCC is responsible for managing the smart metering service on behalf of its users and contractswith, and manages, the data and communications service providers.
The Data Communications Company (DCC) is a wholly owned subsidy of Capita. DCC operates under the Smart Meter Communication Licence which was granted by the Department of Business, Energy and Industrial Strategy (BEIS) and is regulated by Ofgem. The licenceallows DCC to establish and manage the smart metering data and communications infrastructure.
The smart metering service infrastructure is deliveredby our Service Providers - two Communications Services Providers, Arqiva and Telefónica, and a Data Services Provider, CGI.
Reporting to the Professional Service Director, the Resource Deployment Manager will support the Heads of Profession and Service Delivery function to supply and deploy resources to the portfolio of program's, meeting current and future demand in accordancewith the DCC business plan
Establish and manage mechanisms to understand supply and demand requirements for program and project delivery resources.
Develop the resourcing strategy for the Service Delivery function, recommending the mix of permanent employees, FTC and contractors to the Chief Delivery Officer.
Manage on-boarding, induction and deployment of resources to meet delivery portfolio requirements within budgetary constraints.
Resolve conflicts between programs regarding resource utilization and deployment, ensuring that resourcing decisions do not adversely impact DCCs ability to meet stakeholder requirements and/or place DCC at risk of reputational damage.
Establish and implement plans to rotate resources between programs to support staff development and training.

Acts as line manager of the Resource Deployment Administrator, ensuring that the team is supported and developed and that work activities are prioritized

Embed a resource utilization model (recommending the number of permanent, FTC and contract resources required) to support forecast demand
Liaise with Talent Aquation Manager and PDBPto ensure realistic recruitmentto meet the needs of the Practices and Functions and to enable programme delivery activity

Lead work to improve portfolio wide deployment activities, developing effective working relationships with the DCC Programmes, Service Delivery Practices/Functions and the DCC People Team and establishing Service Levels where appropriate

Support the recruitment and onboarding of resources in Service Delivery to meet programme demand in a manner that is compliant with DCC policies and procedures

Manage functional induction of resources into the Service Delivery function and the deployment of resources onto programmes

Manage the Service Delivery process to extend contractors on behalf of line managers and propose alternative resourcing options to programmes to ensure delivery
Provide oversight of contractor time sheets to ensure these are approved on time and support resolution of time-sheeting and associated payment issues in conjunction with people team
Establish and manage data to report resource deployment and utilisation levels/trends and address supply/demand imbalances in a strategic, pro-active manner.

Identify and propose continuous improvement opportunities to mature and improve resource deployment activities, reducing costs and increasing resource flexibility
Essential experience
Degree/Qualification in business or equivalentexperience resource planning and management in a multi-skilled practice environment, or similar
Experience in developing strategic resource deployment options
Strong analytical skills with the ability to solve complex problems.
High numerate accuracy and attention to detail and pride in high quality deliverables
A high level of written and verbal communications skills, ability to extrapolate the “message” from the numbers and present to ExCo members.
Self-motivated with a strong work ethic
Proven experience in managing multiple tasks, with effective prioritisation skills
High resilience and ability to deliver under pressure and to tight deadlines, in a growing, ambitious organisation
Excellent relationship management skills and adept at influencing internal and external customers and stakeholders
Strong working knowledge and understanding of Resource Planning tools and processes.
Commercial awareness with the ability to question, challenge and put forward new ideas
Team player and ability to adapt and adjust outputs to emerging asks
Good judgement with the ability to proactively work on your own initiative developing original ideas to problems whilst knowing when to flag issues forecasting, capability and scenario planning
A proactive 'can do' attitude and a sense of ownership
Drive and passion to make the Delivery Practice a great place to work, seeking out and implementing opportunities for continuous improvement
Willingness to grow your skills and personally develop

Desirable
At least 2 years experience managing a team of circa 5 direct reports in a high pressure fast moving environment
Hold or be working towards a professional qualification (CIPD or equivalent)
Knowledge of Clarity resource management and planning system
Basic understanding of programme and project management methodologies
Understanding of a professional services environment
Strong understanding of full Project Lifecycles and the roles that are played within
