Operational To engage and liaise with internal and external key stakeholders, in particular: To support the delivery of day-to-day activities to manage system flow and escalation and ensure completion of appropriate reporting To liaise with the wider ICB teams to contribute operational feedback to a range of business initiatives and projects To support the identification and sharing of best practice To operate in a highly political and sensitive environment To chair daily System Resilience Calls, challenging partners, gaining assurance and clarifying actions as required to improve or maintain flow Provide operational leadership of the SOC which includes: Relationship management Day to day coordination of information flow Monitoring daily flow and risk through established frameworks and protocols Ensure that system operational resilience is maintained through following frameworks and protocols Ensure that patient safety and well-being is being considered at times of increased system pressure Facilitate discussions between system partners / providers leading to problem solving and recovery Escalate areas of concern at system level, through following frameworks, within the ICB structure Focal point for liaison with NHS England Regional Operations Team Focal point for liaison with Ambulance Trusts Duty Command team Information gathering, interpretation and trend analysis leading to system operational recovery and improvement Maintaining up-to-date guidance for On Call Commanders Supporting EPRR with the provision of training for new System Resilience Managers and On Call Commanders Maintaining daily effective communication with SOC colleagues and wider ICB teams Continued development and management of escalation processes within the Integrated Care Systems (ICS) Policy and Service Development Proposes changes to own function making recommendations for required changes to appropriate Standard Operating Procedures (SOPs) / escalation plans and policies The post holder will need to maintain a good knowledge of emerging policies from government departments for example change management, constitution. This will assist in the thinking and definition of the strategy discussions for the Network and stakeholders Project Management Lead the delivery of project plans as allocated by line manager, identifying risks, issues, and dependencies, considering best practice and current options and ultimately making decisions in the best interest of the project Identify potential impacts on wider organisation, resource requirements and building in contingency and adjustments as necessary Pro-actively manage stakeholders, respond to and resolve conflict between different stakeholders when this arises through facilitation or other appropriate mechanisms Be responsible for a high standard of work supporting the delivery of projects and programmes of work on time, to quality standards and in a cost-effective manner Maintain project initiation documents and associated plans with regular team meetings to monitor progress and resources Responsible for the planning and organisation of numerous events/meetings. Ensuring communication tools are used to their maximum value for circulating the minutes, agenda and presentations in a timely manner Support other project and programme leads within the Unplanned Care team as and when required Contribute to short-, medium
- and long-term business plans, achieving quality outcomes Ensure that the projects maintain business focus, have clear authority and that the context, including risks, are actively managed in alignment with the strategic priorities of NHS Responsible for making recommendations, providing advice and able to prepare strategic reports/briefings for the line manager, Steering/Working Groups and/ or others as required Contribute to short-, medium
- and long-term business plans, achieving quality outcomes Staff Management Directly manage the operational work of administrative staff within the SOC with responsibility for day-to-day operational work assigned Responsible for undertaking appraisal and personal development following all relevant HR guidelines and policies Forge close positive working relationships, in order to support an effective matrix approach to achieve NHS objectives Support, motivate and develop staff within the team to ensure that they are able to deliver the new responsibilities of the SOC Information Management Daily use of performance monitoring tools (i.e. Shrewd, EEAST and EMAS CAD) to monitor system performance, identify areas of risk, and engage with system partners as required to address areas of risk in a proactive manner Drafting reports summarising status on issues, impacts, appraising outcomes, and providing progress reports for the line manager and others as required Collate as required, qualitative and quantitative information and lead appropriate analysis to develop robust business cases and contribute to project products Analyse, interpret and present
