We are currently recruiting for an experienced Accountant to work for Dyfed Powys Police at their Police Headquarters in Camarthen.

This position will be working Monday to Friday - Will be based in HQ for three days per week and home working for two.

For this role you must have a wide range of experience of working within a Corporate Finance
Function and be a fully qualified accountant with membership of an accountancy body
recognised by the Consultative Committee of Accountancy Bodies (CCAB).

**PLEASE NOTE YOU MUST HAVE RESIDED WITHIN THE UK CONTINUOUSLY FOR AT LEAST 5 YEARS DUE TO POLICE VETTING**

**Role Profile: Role Specific Tasks**
- To be responsible for the closure of month end and year end accounts processes and to adhere to the monthly and annual accounting and reporting timetables.
- To ensure that financial transactions are accurately and completely recorded in the financial ledger through timely reconciliations.
- To ensure timely and appropriate returns to Government departments and other bodies in connection with statistical and financial information requests, entitlement to grants and other reclaims.
- To assist with the budget setting process and act as Finance Business Partner providing effective budget management by budget holders addressing cost pressures, identifying value for money savings and income generation opportunities.
- To produce accurate, relevant and timely financial reports for Chief Officers and ad-hoc reports as necessary.
- To be responsible for the compliance with VAT legislation, including the completion of VAT returns, partial exemption calculation, interpretation of VAT legislation, liaising with VAT advisors and providing guidance to staff on VAT compliance practices.
- To maintain cashflow forecasting and place investments with institutions in compliance with the Treasury Management Strategy, ensuring that sufficient liquid resources are available to meet obligations as they arise.
- To properly account for the Pension Fund including the completion of Pension Fund in year-end accounts, completion of grant claim, validating assumptions and providing detailed financial projections to the Home Office.
- To oversee compliance with the Efficiencies and Savings plan, reporting progress to the designated senior governance group. Role Generic Tasks
- To deliver advice and guidance on complex issues to the point of resolution.
- To be accountable for service delivery.
- To lead projects as directed by Senior Managers.
- To effectively utilise continuous improvement techniques to improve and develop services.
- To be responsible for specific budgets as designated ensuring expenditure is monitored.
- To comply and act in accordance with relevant legislation, Dyfed-Powys Police Policies and protocols, including Code of Ethics, Development Assessment Profile (DAP), Equal Opportunities, Health & Safety, Management of Police Information, Data Protectionand Information Security.

**Skills / Attainments**
- Must be a fully qualified accountant with membership of an accountancy body recognised by the Consultative Committee of Accountancy Bodies (CCAB)
- Must have a wide range of experience of working within a Corporate Finance Function, and a detailed technical understanding of International Financial Reporting Standards, accounting regulations and other guidance with the ability to interpret and applythese Standards and guidance to local circumstances.
- Must have experience of managing staff in a finance environment
- Should have relevant prior experience of financial management in the public sector
- Must have experience of effecting change to improve personal performance
- Must show evidence of continuous professional development
- Must have well developed written and oral communication skills, including delivering high quality presentations
- Must be computer literate with good knowledge of Microsoft Word, Excel and PowerPoint
- Must be able to evidence ability to work autonomously, making sound evidence based decisions
- Must have proven experience of advising and influencing others
- Must be able to manage a workload and balance competing priorities, redirecting resources quickly and effectively to meet changing demands
- Must be able to travel throughout the force area
- Must have the ability to communicate through the medium of Welsh to level 1 or be prepared to achieve this within 6 months of appointment.
