As part of the Department’s levelling up agenda, we believe data and evidence should be at the heart of policy making. The Data dashboards team was created to make better use of data, in a cross-cutting way.

The team has three main objectives:
working with officials at all levels across DLUHC to help improve data driven policy making through interactive dashboards

creating a scalable data infrastructure with open-source tools for high quality, efficient processing and validation of complex data from a range of sources

roll out our products to the wider Department providing advice on best practise for use of open source tools and methods

This role is to help set a direction for the development of dashboards and its associated scalable data infrastructure for use of the dashboard team and wider Department. You will be required to lead on the priorities for dashboard visualisations development to achieve impact with senior officials and ministers. It offers a wide array of development opportunities, particularly in programming and ways of working. The work of this team is cross cutting across the Department and wider government.

The product owner will lead on the development of one or more dashboard products for the Department. These products are viewed by Ministers, Senior Civil Servants and others to help inform policy decisions. The product owner will work with stakeholders across the Department and government to outline requirements and prioritise development. They will also provide leadership for the team as a line manager and leading the team using an agile project management framework.

**Responsibilities**:
Lead product management for dashboards, working with senior stakeholders across Government to present an overarching plan for the tools and analysis.

Define, explain and iterate a product vision that is compelling to users, team and stakeholders.

Co-ordinate user engagement and research, attend sessions and prioritise feedback to develop products

Develop an expert understanding of user needs, including technical users

Working in a collaborative team, demonstrating effective diversity and inclusive programme management within their team and the wider department, including welfare and pastoral care of the team.

Attend and regularly facilitate team agile project management ceremonies

Seek opportunities to roll out products to other teams, helping to set standards for best practice when working with open source code for analysis

**Person specification**:
Essential

Experience in agile project management for analytical outputs

A member of the GORS analytical profession

Experience working on code based analytical projects

Ability to demonstrate iterative and flexible approaches to deliver solutions and outcomes that meet user needs.

Experience of managing and delivering solutions to meet issues and problems that arise from day-to-day operations and through product delivery.

Experience of collaborating and forming effective partnerships within teams and across organisations.

Ability to communicate in a straightforward, honest and engaging manner, choosing appropriate styles to maximise understanding and impact.

Strong stakeholder management skills, including the ability to work confidently with diverse groups of senior stakeholders and challenge where necessary.

Strong organisational and management skills.

Ability to demonstrate inclusive and effective leadership

Desirable

Experience of working with python, Github and SQL

Experience of working on high profile and fast paced issues, preferably in the local government space.

Experience as a product owner, specifically analytical products

Experience of establishing relationships and working collaboratively 3rd parties and outsourced providers to achieve jointly agreed operational and project goals.
