Purpose of the job   
The Council has an extensive portfolio of commercial and corporate property, the capital book value is estimated to be £660million. 
  
The Estate Surveyor is responsible for supporting the Council to deliver a case load of professional estate management work on the Councils corporate/commercial portfolio.
  
The estate surveyor will report into the Manager and be required to use their landlord and tenant knowledge and technical expertise to ensure the Council estate is managed according to landlord and tenant laws, to undertake property contact negotiations to get agreed terms, instruct legal and ensure the completion of the tenancy agreement, and thereafter maintain ongoing effective relationships to achieve the corporate outcome.
  
The post holder will attend, as necessary, occasional meetings of the council and its committees inside of normal working hours and will undertake site visits.
  
Principal responsibilities

To delivery of a case load as agreed with the Manager and with support from the Senior/Principal surveyor, negotiate rent reviews and calculations, negotiate lease and licence terms, manage lease assignments, licence for alternations, easements, wayleaves, and other general estate management contractual negotiations as directed through to completion.
To undertake site visits to inspect for compliance with lease terms, to liaise on boundary disputes, to check ownership and take measurements in line with RICS Code of Measurement practice.
Ensuring business rate information remains current, ensuring wider team have utility data and energy data to undertake reviews of the estate, supporting with the review and projects.
To provide technical advice to the wider Council on landlord and tenant matters, to support the Manager with monitoring payments, liaising with the tenant for payment solutions but also leading on recovery where required.
To maintain professional development and training including regular courses on case law updates applicable to the estate function, applying knowledge for the benefit of the council management of the estate.
To assist with the annual asset valuation programme by maintaining and supplying information to the lead officer, at times supporting with site visits.
At times to prepare sites for agency, draft fee proposals for external valuations, liaise with agents and external valuers, where approved appoint advisors and liaise with them through to completion.
To support any Trainee Estates Surveyor with their learning and development by providing advice on landlord and tenant matters and advice on their ongoing qualification.
To support the wider Council team by at times providing advice, attending and contributing to meetings, preparing briefing notes, reports etc. To support the Councils Carbon Neutral 2030 target by assisting with the identification of sites that may be improved and supporting the wider asset team review of such assets.
To work with the wider Council teams, including legal and facilities and external consultants, such as legal and agents, complying with all regulatory processes and building effective relationships to achieve the corporate objectives.

Specific features of the post   

Extensive experience of working in the surveying sector, including proof of ongoing continual professional development, ideally working towards formal RICS accreditation becoming such with some experience working in the public sector.
The postholder must hold a full current UK driving license or equivalent.
The post is flexible and will require both home working and office working to be agreed with the Manager, to best support the wider Asset Management Service
