The Opportunity
Due to successful project expansion, our client is currently seeking an experienced Commissioning Engineer/Manager to lead and manage the safe execution of all commissioning activities associated with the project. As a Commissioning Engineer/Manager, you will be responsible for developing commissioning policies and governance, producing a Commissioning Plan, and ensuring that it integrates fully with the broader needs of the company and is achievable. You will work with the Operations, Maintenance, and Turnaround departments to ensure smooth integration into site operations.

Your duties and responsibilities will be
As a Commissioning Engineer/ Manager, you will ensure commissioning plan is developed and adhered to by the business partner team.  
Reporting to the Project construction manager
Organise, supervise, and direct all commissioning activities and personnel.
Develop commissioning policies and governance.
Produce a Commissioning Plan, ensuring that it integrates fully with the broader refinery’s needs and is achievable.
Oversee the development of and maintenance of a Commissioning Schedule
Preparation of documentation prior to commencing commissioning activities
Review and comment on test documentation
Manage delivery of test documentation
Witness off-site and on-site testing (FATs / SATs)
Ensure all personnel and material means are available on site on time to perform commissioning activities.
Ensure all tests and procedures are validated and recorded in line with company requirements.
Raise, monitor, and follow closure of punch list items.
Ensure all modifications are carried out in accordance with Company Management of Change procedures, and that these and any discrepancies identified during commissioning are updated on the related documentation.
Review and update as necessary commissioning procedures and risk assessment.
Ensure all HAZOP studies / safety documentation is completed in a timely manner, and in line with company procedures.
Ensure Operating Procedures are written and aligned with company procedures.
Generate and present regular commissioning reports.
Ensure required training is delivered to operations and maintenance personnel who will be involved in the plant going forward.
Know the contractual and technical specifications of the project and the scope of work of suppliers.
Control commissioning costs within the agreed commissioning budget.
Compile and follow handover procedures and processes in line with industry best practice.
Responsible for leading and implementing the highest Health and Safety standards throughout project delivery process.
Compliance with the company’s HSSE policy and carrying out your responsibilities under those policies.
You will be required to be an active part of the project safe visit rota team and conduct regular site visits.
Ensure you have a clear understanding and knowledge of the commercial agreements, and manage the party contractors to the contract.
Ensure supplier performance is fed back into the commercial team.
Lead and responsible for the delivery of the work area packages.
Lead and responsible for the party contractor management within the specialism.You will have the following qualifications & experience
Relevant degree within role experience preferred. HNC/HNC discipline specific qualification with extensive experience may be considered.
Health and Safety Qualification for Management Level.
Substantial experience on working on construction projects within the UK.
IT competent.
Demonstrable experience in delivering through teams.
Working knowledge of CDM.
Highly organised and detail focused.
Ability to work flexibly and react positively and proactively to changes and challenges.
Able to present data and information in a concise and professional manner up to C Suite level.
Excellent influencing skills.
Excellent problem-solving ability.
Clean UK driving Licence is essential for the role.It’s great if you also have the following
