To provide effective management and leadership to a team of traffic engineering specialists overseeing the feasibility, design, procurement and construction of a range of projects in the parliamentary constituencies of Keighley and Shipley in accordance with Council policies, budget provision, the constitution and financial regulations. In addition to provide management and leadership to a team of Road Safety Education specialists responsible for providing annual programmes of training across the district.

To provide expertise to other Principal Engineers, Highway Services Manager and the Assistant Director (Planning, Transportation and Highways) as a traffic engineering and road safety specialist giving recommendations and guidance to the same on the continued application and development of the discipline in addition to ensuring that the Council's legal obligations as Highway Authority under the relevant Highways Act, Road Traffic Act and Traffic Management Act are fulfilled providing strategic and technical direction of Safer Roads issues in West Yorkshire, linking to appropriate transport plan priorities with the West Yorkshire Combined Authority and the wider highway Safety concerns around capital delivery/education, training and publicity, West Yorkshire Casualty Reduction Partnership safety camera deployment/management and Public Health/Highway interface.

Support and advise the elected Members of the Council, as representative accountable to the public responding effectively to the needs of the Assistant Director, Planning, Transportation & Highways and the Highways Services Manager, Elected Members, the Council's Management Team and other key stakeholders in order to promote corporate leadership and strategic direction to deliver the aspirations, visions and objectives of the Council.

Job Requirements:

Extensive experience in traffic engineering and road safety.
Strong leadership and management capabilities.
Comprehensive knowledge of relevant Highways, Road Traffic, and Traffic Management Acts.
Ability to provide strategic and technical direction on safer roads and traffic engineering issues.
Excellent communication skills to effectively liaise with senior management, elected Members, and various stakeholders.
Proven track record in project management, from feasibility through to construction.
