Purpose of the job:
The Key requirement of this role is to ensure that the business has the correct goods and services available to be able to meet the site production plans (including TAR and maintenance) and Capex portfolio supplied at the optimal value.
Accountability for the strategic development, negotiation, delivery and ongoing management of key third party goods and services.

Environment/Context:

Lead negotiator for services and technical procurement agreements
Direct contracts responsibility – to approx. £5M
Departments suppliers – Approx 650
Approximate Department spend - £250M inc Capital Projects, Normal Maintenance & TAR’s
Contract Relationship manager for Key suppliers to the Hull SiteAccountabilities of the job:
Deputise for Procurement Manager when necessary.
Commercial Management of key site agreements. 
Network with the global procurement organisation to maximise group leverage possibilities.
Ensure that security of supply for goods and services are maintained safely, to the correct technical specification and on schedule to meet operational requirements.
Provide expert advice on procurement related risks, including in depth market knowledge both commercial and technical to all procurement customers. 
Lead negotiations with suppliers to secure best commercial terms to the business.
Identify and recommend new suppliers to the business that can offer a commercial or technical advantage to the business to mitigate project or asset schedule risk.

Required profile:  
 
Technical Skills
This section must provide an overview of technical skills required. 

MCIPS qualified preferred or equivalent chartered membership or QS qualifications.
Previous procurement or quantified surveyor (10+ Years) experience in a large complex manufacturing environment, dealing with contract negotiation and management desirable. 
Strong IT skills including excel, word, SAP & data base analysis would be advantageous.
Identification of total cost ownership.
Knowledge and understanding of the NAECI (“the blue book”)
Deep understanding of the cost drivers on contracts in order to demonstrate transparency and overall value.
Expert, advanced negotiation skills and techniques
Sound understanding of company policies, site safety standards and legislation is an advantage. 
Experience in supporting capital project activities.
Awareness of logistical / haulage agreements

Self-starter working effectively in ad hoc multi-disciplinary teams, providing the team direction and focus to achieve overall objectives.

Experience in streamlining and optimizing existing processes (Continuous improvement) 
Ability to test and challenge outside of the norm.  
 
Performance indicators: Describe the criteria allowing to measure to what extent the results are achieved - related to the accountabilities.
Ensure goods and services are delivered /performed as per the specification in a Tinley manner, withing quality requirements and cost.
Delivery of financial cost avoidance and sustainable cost savings as per the business plan.
Identification of supply risks and effective mitigation to ensure continuity of supply to the business.
Contributing to gaining a forward looking plan regarding the needs of the Manufacturing and technology teams.
