Job Purpose:

To assist the Payroll Manager with the management of the Payroll Team to provide an efficient and effective payroll service to the Council.
To deputise for the Payroll Manager in their absence and be a senior advisor to the Council on all matters relating to payroll and related functions.
Provide a customer-focused service to every customer whether internal or external and ensure that issues are resolved in line with the department SLAs.
Assist in processing all payrolls and BACS and 3rd party payments as directed by the Payroll Manager.Responsibilities:

To provide strategic and operational direction and leadership on workforce issues to ensure an effective payroll and teachers' pensions service.
To lead, co-ordinate, manage and supervise the Council's payroll function paying over £300m to 15,000 employees and pensioners in Islington and client organisations.
To be responsible for the integrity of payroll processes so that employees and pensioners are paid correctly and on time by the information provided or input by partner organisations and managers across the Council.
To ensure that the payroll function meets statutory and contractual requirements. To be responsible for the effective implementation of the Council's policy in respect of payroll administration.
To be responsible for the reconciliation of the monthly payroll information to those transferred to the Council's financial system.
To be the council's expert and liaise with HM Revenue and Customs (HMRC), ensuring compliance on matters relating to Income Tax, National Insurance Contributions, Statutory Sick Pay, Statutory Parental Pay, Student Loans, Real Time Information, Apprenticeship Levy and new legislations.
To work collaboratively with colleagues on Internal and External audit inspections, providing timely information and responses and acting swiftly upon recommendations.
To manage payroll's budget effectively, ensuring that expenditure is regularly monitored, in accordance with departmental requirements and potential issues are addressed as early as possible.
To ensure that the Council recovers the maximum amount of monies owed to it from salary overpayment.
To develop an annual service plan and contribute to other planning processes as appropriate.
To project manage major changes in accordance with project management techniques and Council guidelines
Ensure that procedures relating to payroll administration are properly documented and reviewed and that staff work in accordance with these procedures.
To be responsible for the maintenance of payroll procedures and other corporate initiatives in delivering a high standard of quality service.
To work in collaboration with HR Schools to ensure a customer-focused service to schools. This will include regular visits to schools to discuss payroll issues including complaints and service improvements in line with the annual service plan
Coordinate and oversee the production of end-of-year statutory returns to HMRC, employees and pensioners such as P60s and P11Ds.Qualifications:

Detailed knowledge and understanding of PAYE Tax, National Insurance and Pension regulations in relation to payroll administration to ensure that the system meets these requirements.
Holds a relevant payroll professional qualification and/or relevant equivalent experience.
Strong numerical aptitude and attention to detail.
Proficiency in using payroll software and MS Excel.
Excellent communication and interpersonal skills.
Ability to work accurately under pressure and meet tight deadlines.
