Job Description

Mō te tūnga | About the role

The Rivers Engineer or Rivers Officer is responsible for working collaboratively and cohesively within the Rivers Team and across the wider Council to assist with the implementation of the Taranaki Regional Council’s river and flood control activities, functions and responsibilities.

The role involves assisting with works to support the Rivers Manager to manage the Council’s river and flood control schemes to reduce the risks associated with flooding and erosion whilst protecting the life-supporting capacity of Taranaki rivers and streams.

The role encompasses effective engagement with iwi and hapū, the local community and a wide range of internal and external stakeholders to provide sound technical advice on drainage, flooding, river control and river-related erosion as well as river-related structures, to ensure effective implementation of regional and national policies and regulations. Effectively communicating river-related technical advice to a range of audiences is a key aspect of this role.

The role involves providing sound technical river and drainage advice in relation to consent and compliance matters and requests from landowners, consultants and territorial authorities.

The role offers an excellent balance of office and field based work encompassing the whole region.

We like to set people up for success so you’ll be a leading applicant if you:

  • Have an appropriate tertiary qualification and/or equivalent work experience.
  • Have proven technical and practical proficiency and competency relevant to River and Flood Control and Land Management activities.
  • Have working knowledge of natural river systems and processes.
  • Have working knowledge of hydrology and river erosion, flood risk management techniques and engineering solutions.
  • Have excellent communication and liaison skills.
  • Have proven experience successfully working with mana whenua and a wide range of internal and external stakeholders.
  • Have a sound practical knowledge of rural activities that will enable you to develop a rapport with land users and contractors.
  • Have experience in asset, contractor and contract management.
  • Have strong computer literacy, including Microsoft Suite, GIS and CAD.
  • Have a working understanding of the Resource Management Act 1991, National Policy Statement for Freshwater Management and National Environmental Standards for Fresh Water.
  • Have a proven ability to apply common sense and sound judgement to decision making to achieve practical and pragmatic solutions to river-related issues.
  • Are confident working in and around rivers in a range of flow conditions.

The work is conducted in all weathers and at times on rough terrain, so good health and physical fitness is essential, as is a clean current full driver’s licence.
