Can be based from any of our five office locations, 
(with an expectation of being office based three days per week)

 
• Leeds head office 
• Belfast based with twice a month travel to Leeds
• Cardiff based with twice a month travel to Leeds 
• Edinburgh based with twice a month travel to Leeds
• London based with twice a month travel to Leeds

The Procurement & Contracts Manager will be responsible for procuring and managing IT/Corporate & Professional Services procurement activities and contracts within the Bank, ensuring compliance with the Public Contracts Regulations 2015, and delivering value for money. 

Key accountabilities include:

  • Manage the procurement process from start to finish, including identifying requirements, preparing tender documents, evaluating bids and negotiating contracts. 

  • Develop and implement procurement approaches that deliver value for money, quality and social value and meet the Bank’s requirements. 

  • Ensure compliance with the Public Contracts Regulations 2015 and other relevant legislation, policies and procedures in order to reduce the risk of procurement challenges. 

  • Liaise with stakeholders across the Bank to identify procurement needs and ensure they are met in a timely and efficient manner through effective management of the pipeline of procurement activity and understanding of the most appropriate procurement approach.

  • Support the business with drafting the procurement aspects of the Outline and Final Business Cases in order to ensure that all procurement options are considered, and the optimum procurement approach and contractual construct is selected. 

  • Establish and maintain strong relationships with suppliers to ensure delivery of high-quality goods and services that meet the business needs and ensure that any performance issues are dealt with effectively. 

  • Manage a range of medium-complexity contracts with suppliers, monitoring performance against KPIs, managing disputes and ensuring compliance with contractual obligations.

  • Identify opportunities to improve procurement processes and implement continuous improvement initiatives, make recommendations and support with their implementation.

  • Deliver specific training and guidance to colleagues on procurement, contracts management and supplier management in order to assist with understanding of commercial matters. 

Essential experience 

  • Proven experience working in a procurement and contracts management role within a public sector organisation in essential. 

  • Strong category experience in either IT or Corporate & Professional Services and familiarity with CCS and other public sector buying organisation frameworks is essential. 

  • Demonstrable experience in managing procurement processes and contracts, including developing and implementing procurement strategies, evaluating bids and negotiating contracts is essential.

Skills 

  • Excellent problem-solving and analytical skills.

  • Ability to work collaboratively and as part of a team. 

  • Excellent attention to detail and organisational skills. 

  • Good communication and interpersonal skills, with the ability to build and maintain effective relationships with stakeholders and suppliers 

Knowledge 

  • Relevant degree in Business Administration, Procurement, Supply Chain Management or related field. 

  • Relevant professional procurement qualification, such as MCIPS or equivalent. 

  • Knowledge of public procurement regulations, policies and procedures.
