Teqniq is searching for a *Generic Project Manager *to work in the public sector.

36 hours per week.

6 months contract.

09:00-17:00

*Job Description:*

1. Resident & Community Contribution

To demonstrate understanding of the Council’s Customer Care Standards and ensure that these standards are met in order to deliver the Council vision of ‘putting our residents first’. 2. People Management

No direct people management exposure but will be required to work as part of a matrix arrangement

3. Operational Service Delivery

Service Discovery/ Diagnostics

Gather data and information from a range of sources, presenting that data and information back with an analysis of where there could be opportunities for change.

Draft high quality clear diagnostic reports that link directly to the data gathered and provide a clear and objective assessment of the service or function under review.

Working in collaboration with the Business Analysts complete “As Is” mapping of existing processes identifying opportunities for streamlining and improvement.

To lead, design, facilitate and deliver user experience events such as workshops, focus groups, surveys, 1:1s.

Solution Design & Development

Support the Corporate Management Team, Heads of Service and Senior Managers to develop a target-operating model changes which takes those opportunities for change and improvement and ultimately delivers an improved service and financial efficiencies.

Provide effective, constructive challenge as required at solution design and development stage.

Consider the technology and resources required to support delivery models and ensure that Business Performance, ICT and digital services are engaged at the right stage to help deliver this.

Draft costed business cases, in the standard format with relevant appendices approved by Finance and HR, managing the sign off process with internal stakeholders ready for submission for approval to the Service Development Board/Corporate Management Team.

Project Management

To lead and play a key role in convening and managing complex cross-council project delivery groups, co-ordinating multiple activity streams, identifying and mobilising internal stakeholders and ensuring project outcomes are delivered on time.

Ensure that regular updates are delivered to the Transformation and Business Change Progress Meeting setting out clear progress and identifying any areas that may require unblocking.

Highlight risks to delivery of projects in timely manner and work proactively to mitigate risks through appropriate actions.

Liaise with a variety of stakeholders to ensure that cross council connections are made; contributing to a holistic view of the wider overall transformation programme.

Collaborating – with experts from IT, Finance, HR, Transactions, Legal, Business Performance, and other Enabler services of the Council - as well as our partners' - to understand their requirements, leverage their knowledge and expertise, and ensure this shapes project planning and delivery.

Implementation and evaluation

Work alongside senior managers and other corporate colleagues to agree an implementation plan which allows services to develop their new service delivery model, or other change, and agree early indicators of success.

Assist in the evaluation of change processes to ensure that any projects, reviews or new ways of working are delivering against the agreed opportunities for improvement.

Change & improvement advocate

Actively support the change programme, modelling behaviours that are change oriented and understanding the need to work collaboratively with managers to achieve improved services for residents.

Contribute innovative ideas and concepts for consideration as part of the Council’s wider transformation programme.

Application of specialist knowledge

As well as providing general change management support, to apply own background knowledge and specialism when needed for particular projects.

Stay abreast of changes in best practice, research new delivery models as they are developed and ensure that the Council is able to consider all of the solutions available; to ensure that each solution developed is well reasoned and that all options have been considered.

5. Financial & Resource Management

To take responsibility for the effective management of the allocated project budget.

To ensure all purchasing and procurement is conducted in line with the corporate guidelines with appropriate use of the Council’s financial systems.

To ensure that all workforce expenditure is compliant with corporate guidance and that any temporary resource is purchased through the Council’s agency contracts.

6. Service Improvement

Implement continuous monitoring of team and individual performance and productivity to ensure the delivery of Service Level Agreements (SLA’s) are maximised.

Manage the implementation of improvement initiatives and change programmes using the Council’s Project Management and Service Improvement methodologies.

Contribute the strategic direction of the Council’s Plan and the Council’s Transformation Programme.

Be recognised as an expert by other senior professionals and is called on by others for advice, support and guidance. Can critically evaluate, adapt or develop new theories and/or methods if required and educate others

7. Contacts

Primary contact will be with the service area, colleagues and users along with the transformational and business change team

8. Additional Responsibilities

Complete other reasonable tasks in order to fulfil role purpose or as instructed by management.

9. Key Performance Indicators

To write, agree, deliver KPIs per project, monitoring non-conformance and outlining actions for improvement.
