We are looking to appoint an Interim Head of Finance on a 9 month fixed term contract, based at home with some travel to in-person meetings approximately twice per month.

We are looking for a dynamic , flexible and experienced senior finance leader who will lead on all aspects of operational and strategic finance , representing the best interests of the HSSIB across the health services sector, acting in accordance with accounting and financial best practice and government guidance .

The postholder will provide advice and support on all aspects of financial and management accounting, budgeting, forecasting and taxation issues . The role will present monthly financial results to Board and other key stakeholders, and will manage the month and year end processes, liaising with Government departments . Preparing financial, management, statutory accounts (ARA), monitoring performance and risk .

You will attend and present papers to Audit, Risk and Assurance Committee and the Remuneration Committee meetings and liaise with Board members .

This is an exciting time to be joining us as we enter into our second year in October and aim to consolidate learning and experience from our first year.

Main duties of the job

Job Summary/Purpose

The Healthcare Safety Investigation Branch (HSIB) was formed in 2017 to improve patient safety across the healthcare sector by carrying out expert investigations to determine causes of accidents and serious incidents, and to make safety recommendations intended to prevent recurrence and improve safety.

A member of the Senior Leadership Team and Board the postholder will act as a senior leader within the organization, and to model outstanding leadership behaviours.

The post holder will lead on all aspects of operational and strategic finance for HSSIB, working closely with external bodies including DHSC and other ALBs and regulators, and colleagues. The post holder will represent the best interests of the HSSIB across the health services sector and act in accordance with the Government guidance on Managing Public Money and the framework agreement with the DHSC.

The post holder will provide operational and strategic advice and support to our teams in all aspects of financial planning, budget management, monthly, quarterly, and annual accounting and reporting.

Detailed job description and main responsibilities

Job role and duties

Provide day to day operational advice and support to SLT and senior colleagues on financial, budgeting, forecasting and taxation issues .

Lead and present monthly financial results for internal and external scrutiny including, to the DHSC

Monitor and manage financial controls and procedures .

Maintain an oversight of the monthly Payroll and reconciliation with the HR system, and liaise as necessary with the external Payroll provider .

If appropriate , to be responsible for managing the year end process, audit, liaising with external auditors ensuring Annual Reports and Accounts (ARA) are prepared and submitted in accordance with external requirements.

Liaise with internal and external auditors including HMRC ensuring all recommendations from audit processes are implemented as required .

Provide advice and guidance to SLT and teams across the organisation to ensure business cases are robust and are in accordance with Government guidance on managing public money, and provide financial scrutiny and approvals.

Manage VAT and other statutory returns

Prepare and present monthly management accounts for SLT and Board scrutiny

Be responsible for managing the HSSIB's cashflow and capital requirements

Set and manage the appropriate financial controls ensuring monitoring and control activities and performance targets are on track.

Manage financial risks ensuring they are appropriately identified and controls and/or mitigation is in place, escalating to CEO as appropriate . Establish and manage the finance risk management, change control and issue resolution processes.

Providing financial and commercial advice to colleagues, SLT and Board members.

Attending and contributing to Audit, Risk and Assurance Committee and th e Remuneration Committee meetings and liaising with Board members as required .

Responsible for managing HSSIB budgets, financial forecasting, reporting and internal controls

Preparing financial, management, statutory accounts (ARA), monitoring performance and risk

Budget setting and managing related activity, liaising with HSSIB colleagues to ensure appropriate costings .

Responsible for ensuring adherence to the HSSIB budget, ongoing monitoring of expenditure against budget and ensuring the appropriate documentation is available for scrutiny.

Responsible for defining budget required to scope and implement the long term strategic plan.

Sign off of final deliverables/products as required ensuring they meet the defined levels of quality and value for money. Placing orders and signing invoices, keeping mindful of budget limitations.

Act at all times in a way that is compliant with the Framework Agreement with the DHSC, Government guidance on managing public money, Standing Orders and Standing Financial Instructions in the discharge of budget management responsibilities.

Constantly strive for value for money and greater efficiency in the use of HSSIB budgets and to ensure that they operate in recurrent financial balance year on year.

Line manage the F inance Assistant, including undertaking appraisal and personal development and, where appropriate , progressing any disciplinary or capability issues.

To be responsible for the implementation and upgrading of any finance systems as necessary.

To be responsible for the development and implementation of policies and procedures as necessary.

Be willing to lead on and support other projects as required

  • Demonstrated capability to plan over short, medium and long-term timeframes and adjust plans and resource requirements accordingly.
  • Experience of monitoring and managing a large budget working within internal financial controls and procedures, and in accordance with external requirements for public sector bodies.
  • Ability to work effectively between strategic and operational activities
  • Experience of analysing complex numerical and written data, assessing options and drawing appropriate initiatives
  • Significant experience of preparing and presenting monthly financial results for internal and external scrutiny, and managing year end processes, preparing Annual Reports and Accounts in accordance with external requirements.
