Colchester City Council is delighted to be working in partnership with Essex County Council to recruit for the role of Transformation Business Analyst, on a 12-month fixed term basis.

Colchester Council is currently working on a portfolio of investment and transformation programmes to ensure its long-term resilience. Called Fit for the Future, this significant three-year portfolio will mean the Council reshapes what it does and how it delivers its services, ensuring services are affordable, fit for the future of the city, and for the people that live, work and visit Colchester.

The Opportunity

Play a key part in helping the Council achieve its transformation objectives by analysing data and user needs, assessing processes, creating solutions, and planning for change. Responsible for ensuring outcomes are aligned with transformation and service vision and strategy by contributing to the link between current and future business models and delivering to the business architecture. The Transformation Business Analyst will function as critical friend, challenging constructively to achieve solutions that are fit for purpose and the future. Facilitates collaboration and leads effective communication with stakeholders to support design, build and delivery to meet the user needs.

Please note this is a 12-month fixed term opportunity. This role offered hybrid working, with the expectation of being in the office one day per week.

Role Accountabilities

• Lead analysis and design of end-to-end services and processes, considering user needs, business objectives, and technical risks.

• Conduct investigative work to identify service opportunities and improve efficiency in information systems, data management, and business practices.

• Evaluate design options, considering different user sophistication levels and impact analysis.

• Plan and lead meetings with stakeholders, ensuring proper conduct and effective communication.

• Identify stakeholders, conduct analysis, and prioritise requirements, contributing to stakeholder management plans.

• Implement and maintain specific procedures and security controls to safeguard business information systems and infrastructure integrity.

• Contribute to the development and application of design standards and tools, ensuring proper documentation and adherence to project timelines, while supporting end-user training and broader transformation initiatives.

The Experience You Will Bring

• Experience and Educational Qualifications: The candidate should have A-level education or equivalent, relevant qualifications or experience in project management using methodologies like Waterfall or Agile, proficiency in diverse business/process/data modelling and analytical techniques, and the ability to collaborate effectively with various stakeholders in different business contexts.

• Technical Expertise: The role entails conducting thorough business requirements research and management, evaluating the transition from current to desired states to identify opportunities for successful business requirement development. It involves applying iterative methods to optimize the division of functions among human, machine, and organizational elements within IT systems. Proficiency in utilizing software for creating and manipulating data structures is crucial. Additionally, adeptness in employing modelling techniques to understand and represent business operations effectively is necessary, along with the ability to manage stakeholder relationships, analyse perspectives, and adapt engagement styles to suit diverse audiences.

• Generic skills: Excellent communication skills, understanding of principles of current data protection legislation and putting these into practice and Microsoft Office365 applications (Outlook, Word, Excel, PowerPoint plus Microsoft Project or equivalent)
