Main Purpose of Job
The East Anglia Hub project consist of three developments, these being EA1N, EA2 and EA3. Each project has a requirement to clear the seabed of any items which will delay/obstruct the installation off the offshore assets which interface with the seabed, this also includes any vessels or equipment used during the process of asset installation.
The Enabling Works Manager role is to oversee the delivery of the offshore seabed clearance activities for East Anglia 1N and 2 projects, all to the project and company safety, quality, and environmental standards, whilst ensuring that the projects financial and programme targets are met.
The Enabling Works Manager role will consist of managing the pre-installation surveys, UXO identification and clearance, seabed sediment removal, seabed levelling, out of service cable removal, Pre-Lay Grapnel Run (PLGR) and boulder removal scopes for the offshore windfarm and export cable routes. The Enabling Works Manager shall be responsible for managing the contractor(s), to ensure that the project scope requirements are fulfilled, and the contractor is meeting all the specifications from the employer and regulators. Additionally, the Enabling Works Manager shall ensure that the planning, acquisition, processing and delivery of the contractor's requirements meet the client's specifications, whilst ensuring an excellent Quality, Health, Safety and Environment (QHS&E) performance is maintained from the contractors.
The Enabling Works Manager will be the responsible party in the delivering this scope, as well as ensure compliance with the project CDM duties. They will ensure both client and Principal Contractor duties are completed in line with company and industry requirements.
They will also be responsible with the planning, management and monitoring of the seabed activities including all aspects such as mobilisation/demobilisation, safety coordination across all Contractors, safety performance measurement and monitoring, leading the relevant contractor's and delivering the works to the agreed scope i.e. participation in the management of the contractors, material and personnel in accordance with the conditions of contract. As well as liaising with the appropriate package managers to ensure all the package requirements are met.
They will have a strong project management background with excellent inter-personal and communications skills. They will ensure compliance to CDM duties offshore, whilst being a key contributor to works planning, coordination between contractors, packages, construction.
Key Responsibilities
• Ensure Q&HSE policies and procedures are maintained during the offshore works
• Overall analysis, recommendation and optimisation of the pre-installation survey, UXO mitigation and clearance, seabed sediment removal, seabed levelling, out of service cable removal, PLGR and boulder removal concepts for the offshore windfarm
• Ensure the contractor's compliance with its contractual obligations, company procedures and legislation for all operations
• Ensure SPR interests are protected offshore
• Has real knowledge and understanding of the project structure during construction and for the role of each person on the project
• Ensure that competent personnel are appointed to the contractor's project team
• Is totally aware of the contractor's on site, the contract representatives and the supervising engineers and generally all the team leaders of the contractors working for the project
• Control progress and costs of the project through continuous review of project reports including cost control
reports and schedules
• Ensure all progress is fed back daily to the SPR package managers, consultants, SPR planning and the construction teams
• Ensure orderly hand-over & close-out of the project, obtain final certificates, archive all project documentation and prepare all close out documentation and
Daily management of the contractors engaged in the seabed preparation and clearance activities to ensure highest quality is being achieved.
Key Tasks
• Promoting a strong, clear and positive health and safety culture for all primary activities, and secondary activities including interfaces
• Review of pre-installation surveys, UXO mitigation and clearance, seabed sediment removal, seabed levelling, out of service cable removal, PLGR and boulder removal scope and the contractor(s) tender submission and project execution plan, providing comments and feedback where applicable
• Engaging and leading in meetings and discussions with the seabed clearance contractor(s) awarded to define and establish the strategy in line with the scope for the project
• Ensuring safe, effective, and timely mobilisation of contractor(s) vessels and crew prior to works commencing
• Daily management of the contractor(s), including but not limited to, review of daily reports engaging in daily calls detailed monitoring of data quality and progress maintaining highest levels of QHS&E
• Providing a key interface between contractor(s) and the employer to ensure all parties are aware of requirements, foreseeing any potential conflicts well in advance
• Engagement, where necessary, with regulators and key stakeholders on the works status, progress, and consent requirements
• Daily engagement with offshore client representatives to ensure highest quality is being achieved
• Attending daily SIMOP's meetings and providing updates on the offshore operations before and whilst offshore operations are taking place
• Providing key advice to both the client and contractor(s), including assessment and recommendations to ensure delivery of the works and reporting within time, budget and quality specifications
• Identifying any key issues, raising them internally and providing them with suggested solutions
• Responsible for the site personnel performance
• Ensure that all assessment, advice and recommendations are fully documented in accordance with the employer's procedures and industry best practice, and that sufficient technical and commercial due diligence (whether internal or external) exists to support those business decisions
• Chair progress meetings with the contractor and take receipt of progress reports
• Chair internal meetings associated with this package
• Ensure that the activities are completed to specification and schedules
• Organise the project team and motivate its members towards successful achievement of specified project goals, particularly through regular project meetings
• Ensure safe, effective, and timely mobilisation & demobilisation of the contractor(s) vessel and crew
• Ensure that draft and final deliverables and reporting meet the requirements outlined in the scope, and are provided within the required timeframe and
• Ensure that appropriate lessons learnt during the works are concisely documented throughout the work and
are provided as a detailed report upon completion of works.
Key Criteria
• Significant knowledge and experience of execution and management of pre-installation surveys, seabed sediment removal, seabed levelling, out of service cable removal and PLGR in the offshore environment and UXO mitigation and clearance, and boulder removal concepts of nearshore and offshore environments, and also has an expert knowledge and understanding of all relevant state-of-the-art techniques
• Significant knowledge and experience of scope definition for offshore and nearshore seabed clearance campaigns
• Significant knowledge and experience of results data processing and interpretation from offshore surveys and seabed clearance campaigns
• Significant knowledge and experience of scope definition for offshore survey and seabed clearance campaigns
• Good general knowledge and experience of offshore wind site investigation techniques, challenges, requirements etc
• Educated to Degree level in Geophysics, Geoscience, or related subject
• Experience in operating or working with WROVs, UXO detonations, boulder removal grabs and ploughs, survey equipment and PLGR operations
• 8 years of documented experience within management, preferable large scale offshore wind farm projects • 8 years of documented leadership experience
• 8 years of documented experience within QHS&E Management and
• Willing and able to travel independently to our other sites and partner sites as required.
• Must maintain all required GWO and Medical requirements to travel and work offshore
