A fantastic opportunity has arisen for two experienced, motivated and reliable individuals to join our established Clinical Site Team at the Royal Blackburn Hospital as a Band 7 Deputy Clinical Site Manager.

This is a fast paced environment providing senior support 24/7. You will support the Clinical Site Manager and Bed Management teams.

The successful candidate will demonstrate excellent customer care skills, interacting with patients, relatives and members of the multi-disciplinary team as a key role. Evidence of problem solving skills, ability to work under pressure and an understanding of patient flow is essential.

OPERATIONAL MANAGEMENT:

Operationally support in the management of the Patient Flow Team.

The post holder will possess the skills and experience to identify and implement contingency plans to resolve capacity pressures and show sound clinical judgement regarding appropriate patient placement at times of extreme pressure on bed capacity.

The post holder will use their clinical expertise and local standard operating procedures to identify and authorise patients to outlie at times of extreme capacity pressure.

Delivery of effective site management to meet agreed local and national performance targets and standards, within budget and resources available. The post holder will be aware of financial limitations and ensure the effective use of Trust resources.

The post holder will ensure that the Clinical Site Managers are appraised of problems and that all potential incidents are dealt with effectively as per Trust Policy.

Where appropriate, the post holder will ensure that the SMOC and DOC are appraised of problems.

Monitor the effectiveness of admission/discharge management on a day to day basis, providing feedback and implementing changes as required.

Maintain effective communications systems to ensure that information on capacity is kept up to date and used to inform decision-making. Work proactively to reduce delays in the admission and discharge of emergency and elective patients.

Provide advice and support for patients, carers and relatives, by being visible and accessible, acting as a point of call for information and concerns referred on from the ward, liaising with other staff, clinical teams, patient services and external agencies as required.

Collect, collate, analyse and report information, ensuring that accurate patient records/documentation are maintained, taking action to address issues and solve problems.

Establish an effective working relationship with ward nursing and clerical staff to ensure that the bed state is up to date if not already done so by the clinical site manager.

Assist with the logistical challenges of opening escalation areas during times of capacity pressure.

Assist in the implementation of the Major Incident Plan if required.

CLINICAL LEADERSHIP & MANAGEMENT

To support Clinical Site Manager in the performance management of the Patient Flow team and ensure there is an effective and efficient use of resources.

Provide clinical and managerial leadership that promotes an effective multidisciplinary contribution to the provision of service delivery, including line management of the Bed Managers.

To provide appropriate guidance and support to staff in line with the Trusts disciplinary and sickness procedures. To lead in the implementation of HR policies and participate in formal procedures as requested.

To represent the service and Division at appropriate Trust wide groups.

Develop and sustain working relationships, partnerships and networks to influence and improve health, outcomes and health care delivery.

To assist patient flow staff with implementing Trust policies and procedures.

Facilitate the cascade of information ensuring awareness of Division, Trust and NHS initiatives, support staff discussions and responding to feedback.

Ensure that the daily on-call teams have an accurate bed state for all sites and community hospitals.

Accurately support Trust Status using standardised data such as the Sit Rep

Support data collection and produce reports for EMS Plus and NHSE triggers.

Use the e-roster and Safe care systems to support in the facilitation and organisation of nursing skill mix across the Trust out of hours, to ensure every area is as safe as possible.

Respond to clinical areas that escalate staffing concerns out of hours in line with the Trusts Safer Staffing and Escalation Policy. Support Clinical site Manager in Risk management of all clinical areas.

Respond to all site emergencies, e.g. cardiac arrest, fire, security issues.

Maintain overview of all patients requiring special observations to ensure that patient safety, policy compliance and efficient use of staff resources are maintained.

Monitor all wards to assess and maintain assurance of patient safety and quality.

Liaise with external agencies, such as Mental Health Services, to ensure and facilitate patient flow.

Provide safeguarding adults and children and DOLS advice. Carry out regular quality reviews focusing on elements of care provision on wards at night, sharing findings with Divisions.

To be empathetic and reassuring when communicating highly sensitive information and advice to patients, carers and relatives or employees.

Uses a range of skills to adapt the delivery of information through changing the environment, methods of communication or delivery of content using persuasive, reassuring skills as required. e.g. asserting a particular position or view and maintaining it in adversity, leading disciplinary hearings, serious investigations.

Identify and manage challenging behaviours

To ensure that essential information on the patients condition and progress is recorded by self and team members appropriately according to NMC guidelines.

Provide leadership, support and advice to ensure the highest standards of nursing/midwifery care

Inspire others and encourage them to seek advice and solutions to problems

Challenge others to take an active part in developing knowledge, ideas and work practice Challenge tradition and take risks accepting joint responsibility for any arising problems and tensions and using these to inform future practice

Promote the service and disseminate good practice both internal and external to the Trust In partnership. Implementation, monitoring and evaluation of the Strategy for Nursing and Midwifery

In partnership, implementing and evaluating leadership development and supporting and enabling staff in their leadership roles in clinical practice

Support the activities of the senior management team in delivery of National Performance Targets NHS Improvement Plan and Service redesign modelling from the SHIFT programme

Ensure working hours of staff are managed in order to maintain a health work/life balance and comply with the European Working Time Directive

Planning and organizing

Plans and organises a broad range of complex activities gaining feedback on how to improve service delivery to inform future practice

Monitor the delivery of the service whilst promptly identifying and investigating any issues

Deliver SAFE, PERSONAL and EFFECTIVE care as part of a partnership between managerial and clinical staff. All aspects of the role will be conducted within a multi-disciplinary team philosophy

Essential


  • Registered Nurse
  • Leadership/mentorship qualification/relevant portfolio experience

Desirable


  • ALS
  • First degree or working towards
  • ECDL or equivalent

Knowledge and experience

Essential


  • Extensive acute clinical experience
  • Recent experience in a leadership role
  • Experience of operational management/Flow within an acute hospital setting
  • Experience of capacity/demand management
  • Good working knowledge of electronic patient tracking systems (bed management systems)
  • Good understanding of complex discharge procedures and NHS Continuing Healthcare
  • Good understanding of key performance indicators relating to patient access in the NHS
  • Knowledge and understanding of relevant legislation, policies and procedures
  • Knowledge of Clinical Governance and Risk Management
  • Understanding of the importance of equality and diversity

Desirable


  • Experience as a Bed Manager
