POSITION SUMMARY

The Director of Finance is responsible for the strategic planning and financial operations of Family and Children’s services of Renfrew County. This includes the accounting, costing, budgeting and internal auditing functions within the Agency. This position will report to the Executive Director and is ultimately accountable and responsible for:

  • The development and maintenance of financial systems and controls that will ensure the effective and efficient use of Agency resources while fulfilling the Agency’s mandate;
  • Development of the Agency’s budget, plans and financial reports to ensure economy, efficiency and effectiveness in the achievement of corporate goals;
  • Direct supervision of assigned staff.

JOB RESPONSIBILITIES:

  • Responsible for overseeing all aspects of the purchasing cycle including receipt of invoices, requisitions, and travel claims, obtaining approvals, data processing, filing and processing cheques or Electronic Funds Transfer.
  • Responsible for overseeing all aspects of accounts receivable functions including timely preparation of invoices, cash receipts, deposit slips, post bank transactions to general ledger and sub-ledgers.
  • Responsible for maintaining computerized accounting records for Trust Accounts and charitable donations including receipts, disbursements and general ledger.
  • Responsible for processing of month end general ledger transactions including payroll and bank transactions; perform monthly bank reconciliations.
  • Develop and review and maintain policies and procedures concerning the financial and accounting functions of the agency to keep the agency accounting systems within accepted accounting practices.
  • Develop an annual budget for the agency with consideration of forecasted service demands, staffing projections, and salary negotiations (union). 
  • Monitor and evaluate the finances of the agency including, but not limited to, budget management, financial administration, tax preparation, audit management, treasury, and debt management.
  • Prepare monthly, quarterly and annual financial and statistical statements and reports required by statute, to the Executive Director, management team, Board of Directors and the Ministry.
  • Provide timely and insightful analysis of monthly/quarterly/annual results versus forecasts and identify and communicate key drivers of financial performance.
  • Advise and assist the Executive Director and Managers in the application of desirable procedures with respect to the continuous control of costs and expenditures.
  • Financial liaison with the Ministry of Children, Community and Social Services of the Ontario Government and other agency funders. 
  • Collaborate cooperatively with external auditors, representatives of all levels of government and other agencies as are necessary to the accomplishment of his / her function.
  • Create reports to the Finance Committee of the Board and attend meetings of this Committee as well as the Board of Directors Meetings.
  • Respond to inquiries from staff, foster parents and other vendors.
  • Provides supervision to Finance staff to carry out the Finance strategies, plans, and initiatives in the Agency.
  • Responsible for presentations to Management, Executive Leadership Team and Board of Directors.
  • Represent the Agency at provincial meetings and internal and external committees.
  • Ability to support the integration of equity and mitigate the impact of systemic oppression including working with the finance team to ensure equitable program and service delivery practices.
  • Maintain regular and ongoing contact with the Executive Director, the management team, the Board members, the Ministry and all Agency staff. 
  • Schedule as required, contacts with primary funding agents, insurers, and financial institutions.
  • Attend team meetings and all-staff meetings as required.
  • Assist with special projects as needed and other duties as assigned by the Executive Director

KNOWLEDGE AND SKILL REQUIREMENTS:

  •  A Canadian Chartered Professional Accountant (CPA) designation and/or an equivalent combination of academic education and senior experience in the financial accounting field preferably within a not-for-profit or public sector organization.
  • Minimum 5 years of financial experience at a senior level, similar role, and preferably mid-sized, multi-service social service agency. 
  • A comprehensive knowledge of financial theories, principles and practices.
  • Adherence to strong ethical principles of financial management.
  • A knowledge of manual and automated financial and accounting systems and controls.
  • Planning, budgeting, research and evaluation skills with the creativity to formulate major changes in financial administration policies, practices and control where deemed necessary.
  • Strong analytical and financial analysis skills with great attention to details
  • Demonstrated organization and time management skills with the ability to meet competing deadlines.
  • Demonstrated ability to model and lead compliance with policy, procedures, programs, practices, guidelines and work routines. 
  • Strong knowledge of the broader public service system for children and families and applicable legislation, including flexible funding resources. 
  • Ability to manage other administrative functions related to property management, purchasing and staff communications.
  • Ability to participate as a member of the senior team in the efficient running of the organization and provide leadership.
  • Experience working in a unionized environment.
  • Bilingualism is considered an asset.

WORKING CONDITIONS:

  • Work is generally performed in a typical office setting.
  • Work involves regular meetings that take place after normal working hours.
  • Work involves prolonged periods engaged in precise calculations and analysis of financial data.
  • Work entails regular driving assignments. Overnight travel may be required.
  • Work is occasionally of an emergency nature and disruptive to normal scheduling. 
  • Work beyond the normal working hours will sometimes be required.
