How you'll make a difference

In this post you are the lead on Safety, Health, Environment and Quality (SHEQ) for all matters relating to the council’s waste service, ensuring all measures are considered and actions undertaken to identify and manage risks and compliance issues arising from the service’s activities. You will provide professional advice and support on all safety, health and environmental matters to meet legal responsibilities, to promote best practice and to monitor compliance in line with legislation.

T he Waste Team has responsibility for all aspects of waste collection, waste disposal, waste transfer stations, a closed landfill site and 4 HWRCs. The service is transitioning from a contractor led service for the transfer stations, HWRC’s and for waste disposal, to an inhouse model. There is a key focus for the team, and this role, in preparing and facilitating this transition, with the subsequent managing and monitoring of compliance.

What will you be doing?

  • In the role you will facilitate, coordinate and develop the implementation of policies, procedures and management systems that will reduce SHEQ risk, ensure compliance, and support a positive SHEQ culture.
  • On a regular basis you will provide support, advice and training to senior managers, operational staff and contractors to ensure that all stakeholders are operating in a safe environment and complying with statutory guidance, regulations and procedures.
  • You will help develop innovative solutions to technical issues ensuring that appropriate solutions are proposed, successfully implemented, documented, monitored, and reviewed.
  • Supporting incident investigations, you will assist operational management in closing out investigations promptly and ensuring any recommendations are implemented.
  • We require you to regularly undertake compliance monitoring and auditing of all aspects of the waste services, creating action plans and supporting the close out of any non-conformances in a timely manner.

What we need from you

  • You will bring significant experience in a SHEQ advisory role within a similar sized organisation that covered a broad range of service activities and technical risks, ideally related to, or similar to, waste industry activities.
  • It is essential that you hold a NEBOSH general certificate or equivalent accredited qualification and have a degree or demonstrative direct experience in a similar role in the waste industry.
  • We require you to have substantial experience in developing and implementing SHEQ policy processes and initiatives, including persuading and influencing people of the key priorities and proposals.
  • You will have an in-depth knowledge of current UK health & safety and environmental legislation and practice, you will have clear knowledge and experience of how legislation and procedures should be implemented within a complex work environment, ideally in a waste environment.
  • Having a well-developed risk assessment, auditing, inspection, and an investigative skillset, you will foster a collaborative approach to risk evaluation, whilst considering service delivery needs and the need for compliance.
  • It is essential that you are competent in the use of Microsoft Office work packages and confident in the use of databases.
  • You must be able to work to identify priorities and deliver on deadlines and produce clearly and concise reports, policy, and guidance documents with experience of delivering training or presentations to a wide range of audiences.
