Statistics Regulator/Analyst

£25-27 per hour

Initial 6 months. Possible extension.

Hybrid Role: For this role you will be attached to one of our core locations in Newport, Titchfield, Edinburgh or Darlington where presence at one of these sites will form part of the working arrangements agreed with you. (20% of working week till April 2024 – 40% thereafter).

We offer significant flexibility about where and when we work. All our team have a core location at one of our offices. This role can be located at our Newport (south Wales), Titchfield, and Edinburgh offices or at the Darlington Economic Campus.

The role

The focus of this programme will be assessments of economic statistics, with a particular emphasis on quality.

We are currently seeking committed individuals with a strong knowledge of economics to work as part of a team of regulators who are developing our enhanced regulatory role in ensuring the quality and independence of economic statistics across the UK.

You will play a key role in leading assessments in this new programme. This will include liaising with production teams, users of economic statistics in the UK and international experts on business and economic statistics.

The role presents a unique opportunity to work closely with people at the centre of the government statistical system on a high-profile project. You will use and quickly enhance knowledge about a range of economic policy topics and sources of data on business and the economy, review information from different sources, analyse complex and incomplete facts and figures, and present your findings and judgements to different audiences.

Key Responsibilities

  • Conducting research and analysis, investigating issues, reviewing and reporting the findings and making recommendations with the aim of delivering changes to economic statistics. These improvements could be to existing data sources, compilation methods and processes, or the presentation of economic statistics. Research and analysis in this context could be either quantitative – for example a detailed revisions analysis, or comparison of alternative methods – or qualitative, which would typically involve collecting qualitative data from statistics producers, users, data providers or other stakeholders.
  • Engaging empathetically with data providers and statistical producer teams to understand how statistics are produced, including understanding opportunities for, and obstacles to, improvement.
  • Engaging with statistics users to understand their needs, and their feedback on statistics.
  • Providing briefings relating to regulatory projects, and in response to cases raised with us about the trustworthiness, quality and value of statistics.
  • Presenting the findings of regulatory work through written reports and oral presentations.

Person specification

Essential

  • Technical skills and experience
  • Strong knowledge and application of economic concepts and experience of working with economic statistics either as a producer or user.
  • Three years experience in a research, analytical or policy development role
  • Critical thinking – Proven ability to think critically and to challenge the status quo.
  • Forming judgements – Proven ability to analyse evidence from a range of sources to form judgements and draw conclusions, including in the presence of only partial or conflicting evidence.
  • Effective communication – Proven ability to communicate complex issues affecting economic statistics with brevity, accuracy, and impartiality, and adapt communication so others can understand.
  • Written communication – Proven ability to write for a wide range of audiences including technical and lay audiences and produce comprehensive and clearly written briefings, ideally with experience of having been published in academic journals or equivalent.
  • Work-load management – Proven ability to work under pressure, and under your own initiative, on a range of parallel projects and apply sensible judgements on when to draw on wider support.
  • Working with others – Proven ability to work effectively in a team, including being an effective communicator and supporting colleagues as needed, and engage sensitively with a range of people, seeking views and experiences from a diverse range of people.

Qualifications

  • Applicants for this role should have a completed undergraduate or postgraduate degree (minimum 2:2) predominantly in economics, statistics or a related discipline with significant economics content.
