We have an opportunity for a PROJECT HSEQ MANAGER to support Project Transcend - the largest capital project in Manufacturing in our history The Project HSEQ Manager will be engaged on an initial 12 month contract basis, with a scope of work expected until 2026. You will manage the Health, Safety, Environmental and Quality service for Project Transcend – a £150m COMAH site transformation CAPEX project.

Purpose

The Project HSEQ Manager has oversight and accountability for delivery of this service in support of the major capital project. The incumbent works closely with the site and corporate HSE function and covers technical Safety Engineering input into facilities design (HAZOP/HAZID), project risk assessments and the legal requirements for the projects permit, licenses and consents as well as occupational safety during project execution.

This role covers all project management of change to the site COMAH case working closely with the site HSE focal point to update and gain approval for any changes related to new or modified capital project facilities. The HSEQ Manager is responsible for the preparation and implementation of the project Quality Management plan, this is a key component of the project management system and sets out guidance on the projects quality requirements and describes how quality assurance (QA) and quality control (QC) procedures will be carried out.

The role also interfaces with the registrations function regarding compliance of site facilities and product registration with NGO registrations currently in place.

Key Accountabilities

  • To provide advice on legal requirements for projects such as CDM, COMAH requirements, Hazardous Substances consents, Environmental Permits and other HSE licences. Drafting of permit and license applications.
  • To provide support to risk assessments throughout the lifecycle of projects, such as HAZOP and other process safety studies, CEDOIF and other environmental assessments, manual handling / lifting, COSHH
  • Ensure environmental considerations such as decarbonisation, energy efficiency, water efficiency and waste are considered and managed throughout the project lifecycle. Liaise with site sustainability responsible person to ensure any changes are considered, controlled / managed appropriately
  • Ensure human factors considerations are assessed and managed throughout the project lifecycle. Assist with project human factors assessments and HSE input into operational and maintenance procedures
  • Ensure compliance with ISO 14001 environmental and ISO9001 quality management systems, and corporate safety and process safety standards, throughout the project lifecycle
  • Provide HSEQ support and auditing throughout the construction and commissioning phases of projects

Key Qualifications, Experience

  • An HSEQ professional with degree/chartership in Engineering discipline, NEBOSH OH&S dip level 6 or equivalent.
  • A proven senior leader with experience of similar roles in petrochemical/manufacturing industries.
  • This role will manage the Health, Safety, Environmental and Quality service in the Transcend Capital Project. With responsibility for HSEQ input to front end and detailed Engineering. Leadership of Technical Safety Engineering and Quality Management service (QA/QC).
