Job Purpose:

  • To drive and have accountability of the delivery of the Fibre Overlay Programme work stream (AKA Mustang) from approval to build through to release, completion and handover, managing the build activity ensuring it is done in accordance with client policies and processes as well as NRSWA and Code Of Practice for co-ordination of Street Works compliance, ensuring the E2E process is adhered to, driving a high audit success rate, and clean handover for activation / install of services and to network assurance and or the end customer, whilst within budget and CPP. Using expertise and tenacity to overcome challenges, minimalizing impact to delivery and or cost.
  • Key measures of success being predictable and stable net home delivery, right first-time approach to drive volume, time to delivery and delivery against schedule of works (SOW), with quality including NRSWA and Code Of Practice for co-ordination of Street Works compliance, within budget and Cost Per Premise (CPP).

Key responsibilities:

  • When required, support design overview and route feasibility, Multi Dwelling Unit (MDU) premises and wayleave areas, applying civils knowledge to identify any potential SED's and Physical Challenges, including potential traffic management, Footpath and Carriageway condition and provide estimate of potential costs.
  • Drive and participate in early partner engagement, plan overview and risk identification to ensure a fluid transition into build and delivery to enable a right first time and on time delivery, Support with both requirements for SSRAMS and RAMS
  • Management and supervision of the delivery across all workstreams using various technologies, to achieve net forecast, customer completion dates and schedule of works (SOW), managing partner performance and quality.
  • Manage Deviation from Estimate (DFE) applications and SED’s and jeopardy, Identify potential PIA options to avoid SED’s & conflict of works, make the most suitable decision on resolution with time and cost inclusive.
  • Ensure permits, conditions and SLG are compliant to the NRSWA & COP for co-ordination of Street Works, and CDM regulations, HSE project requirements -F10 notifiable projects along with Construction Phase Health & Safety Plan (CPHSP) are in place.
  • Manage system work queues, ensure accurate time recording, progress, forecast and completions. Monthly applications for payments, programmes, early warning’s, Defect recording, approval and financial auditing of Contract Partner payment applications & DFE’s (Deviation from Estimate)
  • Relationship management with the Local Authorities for the programme, delivery and coordination of works, traffic management requirements and through progress meetings and daily dialogue
  • Conduct Safe on Arrival, live & Retrospective audits to ensure compliance with all current legislation client specifications (Civils SROR/H, Cable, H&S, SLG, Code of Practise (Safety at Street Works and Road Works), NRSWA, Chapter 8 Equipment, and Contractor materials and staff qualifications). To a maximum of 20% of working week.
  • Conduct Retrospective audits for coring to agreed contract, LA requirements, sample selection, extraction and analysis of results comply with the SROR/H for depth, material and voids, Identify and rectify of build noncompliance.
  • Liaise with all internal and external stakeholders, being client representation at meeting’s, joint visits or conflicts of works coordination’s and on complaint and query management. Co-ordinate third party works, Power connections, Meter installation.
  • Collate and record works completed via Joint measurement and submitted documentation, maintain accurate Site Civils and Cabling Plans with progress and deviations recorded. Validation of schedule of works (SOW) fail to Gross or Net and submit validation reason within work flow system.
  • Undertake joint measure, build walk out and or validations for payment ensuring accurate to contractual Measures / Final premise release. Verify records and Test results are in line with client specification.
  • Manage partner programme for remedial, Interims and defects works, post build investigations, ensure compliance to SROH and client specifications. Ensure the customer expectations are met with the delivery of the client product and that all systems have been updated and relevant action Items closed.
  • Civils Avoidance checking reported issues from contract partners & advise & drive mythology to reduce required digging including Cameras Differing Cobras & specific ends hard rods
  • Ability to locate missing plant using a variety of techniques
  • Ability to read, understand & replan SLD’s & job packs including multiple dependencies
  • Face to face partner support both on site and Partner office located
  • Overall ownership of an individual workstack, including accountability for failures that are within your remit.

Essential skills:

  • Extensive knowledge of the Telecommunications Industry
  • NRSWA Supervisor course (Knowledge & experience)
  • Knowledge of CDM Regulations
  • Strong Civils Knowledge
  • Full Clean Driving License
  • Experience of HFC and FTTP architectures
