Task 2: Conduct a formal Training Needs Analysis (TNA) for the ‘Training’ Line of Development within the CFCDGM, and create a design for an appropriate learning or performance solution

Task 1: Create a toolkit that can support ACT JFD in implementing the ‘T’ dimension (training) into all new NATO capabilities.

1 Lead the ‘discovery phase’ of this project: conduct initial conversations with ACT JFD / CAP DEV to build a common view of the challenges and priority pain points and overall solution direction.
2 Identify and describe a minimum of three Minimum Viable Products (MVPs) as main ingredients of the Training by Design toolkit, for example1

• Task 2: Conduct a formal Training Needs Analysis (TNA) for the ‘Training’ Line of Development within the CFCDGM, and create a design for an appropriate learning or performance solution

1 Lead the ‘discovery phase’ of this project: conduct initial conversations with stakeholders in SHAPE, ACT, Host Nations, IS & IMS, CMF (training audiences) and the ETEE FS Department Head as stakeholder in the development and deployment of any CFCDGM related training.
2 Set up and lead Training Needs Analysis (TNA) Workshops to identify the specific training requirements for the in-scope audiences. 3 Draft the TNA report in accordance with Bi-SC 75-7 (Addendum A), that identifies main training audiences and performance objectives (course control document II).
4 Define the contours of an appropriate learning or performance solution (course control document III) for up to 6 persons
Bachelor of Education/MSc degree in Human / Organizational Performance, OR;
• Bachelor of Science (BSc) degree in Electronics Engineering, Computer Science/ Software Engineering/ Mathematics/ Electronics or related discipline at a nationally recognized/certified University, with proven related experience, OR:
• a lower academic qualification combined with the demonstration of particular abilities or experience of relevance to this work, with proven relevant experience.
• Strong existing network in NATO ACT JFD and NATO ACT CAP DEV
• Demonstrable expert level and teaching experience in the NATO systems approach to training (as described in Bi-SC E& IT Directive 75-7,
• Demonstrable experience with conducting Training Needs Analysis and course development for NATO audiences, based on the Bi-SC E&IT directive 75-7.
• Substantial related experience within Quality Management / Instructional Systems Design / Change Management within the NATO Education & Individual Training domain
• Experience with the NATO Common Funded Capability Development Governance Model (CFCDGM)
• Effective and excellent professional English language spoken and writing skills
• Experience in Microsoft Office
• Knowledge of NATO Education and Training Directives
• Language Proficiency
• Fluency in English, both written and spoken, is required. Working level French is desirable.
• NOTE: Most of the work of the NCI Agency is conducted in the English language.
