NHS Executive - Cancer Network

Fixed Term contract to 31st March 2025

Full Time 37.5 hours/week

Base - NHS Executive Offices-Cardiff, Swansea, North Wales

Do you have strong programme and project management experience and excellent communication skills to drive, lead and deliver innovative programmes to improve cancer outcomes in Wales?

The Programme Manager will work with other Cancer Network teams and develop strong working relationships and partnerships with clinicians, health board/trust cancer lead clinicians/managers, primary care, and other stakeholders to facilitate a strong community of practice to improve the timely diagnosis of cancer patients across Wales.

Main duties of the job

The following duties will be discharged, working closely with key programme stakeholders.

To identify and understand the needs of stakeholders, including national network programmes and agencies, providing sound judgement and diplomatic skills.

To design and plan the various work streams aligned to the Strategic Cancer objectives and effectively co-ordinate the projects and their interdependencies to assure the programme achieves its objective.

To co-ordinate the activities of relevant programme boards and other groups and forums.

To develop and implement governance framework.

To maximise the use of resources, initiating corrective action where appropriate.

To manage a reporting framework to ensure key stakeholders are informed of progress through the preparation of programme reporting.

To pro-actively manage programme risks and issues and instigate contingency plans, as and when necessary.

To provide advice to Welsh Government (WG) for Ministers and Senior Officials on the development of policy to support the implementation of specific Programmes.

To provide verbal and written reports as requested by NHS Executive, Cancer Network Board, Welsh Government, and other programmes.

To support the professional development of the programme and project management team.

Job responsibilities

The Programme Manager will provide co-ordination, leadership, and management, shaping a work programme to successfully deliver transformational change across the landscape of the NHS in Wales. Working in partnership with the clinical lead and Health Board cancer managers and primary care practitioners, to develop, implement, monitor, and evaluate project plans.

The successful candidate should have excellent communication skills; the ability to build effective sustainable working relationships with key stakeholders and partners and proven experience of leading and implementing successful projects through a multi-disciplinary, multi-organisational and cross boundary approach.

The post holder will be based at an NHS Executive, Cancer Network office and be willing to travel across sites within NHS Wales.

Person Specification Qualifications
  • Registered PPM Professional - PRINCE2 and Managing Successful Programmes, or demonstrable practical experience.
  • Educated to relevant Masters Degree level or equivalent experience.
  • Demonstrate working knowledge of Microsoft Office packages.
  • ECDL Level 2 or equivalent.
Experience
  • Management experience in a senior role including staff management.
  • Experience of successfully leading and implementing projects / programmes at a national level.
  • Expertise in delivering project and programme management services and tailoring methodologies to suite the local environment.
  • Experience of managing budgets.
  • Experience of successfully leading and implementing project driven change management.
  • Demonstrate involvement in and enthusiasm for developing capability for improvement and system leadership.
  • Working in NHS Wales.
  • Working with stakeholders e.g. NHS Wales, Welsh Government.
Knowledge
  • Knowledge of Welsh Government and NHS Wales policy context.
  • Knowledge of national cancer policy.
  • Knowledge of key issues facing the national networks and programmes.
  • Knowledge and clear insight into current challenges facing NHS Wales.
Skills and Aptitude
  • Ability to organise, plan, prioritise and deliver a strategic programme of work to deliver deadlines across multiple stakeholders.
  • Ability to communicate highly complex technical concepts and analysis effectively to different organisations and audiences; including formal presentations e.g. Board level and UK wide conferences.
